Perception of workers, employers and the legal body on the participation of persons with disabilities in the labor market

Resumo: | This study aims to understand the inclusion of people with disabilities in the labor market, based on the perception of workers with and without disabilities and of managers, especially of work posts, and also sought to understand the actions of public legal bodies involved in the process of inclusion of workers with disabilities. It has quantitative and qualitative character, and the data were analyzed descriptively and by triangulation. It was verified the prevalence of males among workers with and without disabilities, and females among managers; the majority of workers in both groups have complete high school, while most managers had an undergraduate degree (Education) and did not participate, during their training, in discussions on the inclusion of people with disabilities in the labor market. The majority of workers with and without disabilities occupied functions in administrative sectors, while most managers worked in educational institutions. From the 192 workers without disabilities, 22.3% worked in the same sector with workers with disabilities. Architectural, attitudinal and communication barriers were identified in the inclusion process. The legal sector addresses the fiscalization. It is possible to verify a masculine predominance between the workers, and feminine among the managers. The schooling level of workers is high school, while for managers is undergraduate degree. All interviewees identified barriers, especially the communication, that directly interfered in the participation of workers with disabilities. |

Tiene un carácter cuantitativo-cualitativo; los datos se analizaron de forma descriptiva y por triangulación. Se encontró que la prevalencia era de hombres entre los trabajadores con y sin discapacidades y de mujeres entre los gerentes; la mayoría de los trabajadores, de ambos grupos, habían completado la educación secundaria. La mayoría de los directivos tenían una educación superior completa y no participaron, durante su formación, en los debates sobre la inclusión de las personas con discapacidad en el mercado laboral. La mayoría de los trabajadores con y sin discapacidad ocupaban puestos en sectores administrativos y los de los directivos en instituciones educativas. De los 192 trabajadores no discapacitados, el 22,3% trabajaba en el mismo sector que los discapacitados. Se identificaron barreras arquitectónicas, de actitud y de comunicación, pero también se identificaron facilitadores. El cuerpo legal resultó ser un perro guardián. Por lo tanto, había un predominio de hombres entre los trabajadores y de mujeres entre los gerentes. La escolarización de los trabajadores era secundaria y superior, la de los directivos. Se identificaron una barrera de comunicación y una percepción favorable de los procesos de inclusión.Este estudo objetivou compreender a inclusão de pessoas com deficiência no mercado de trabalho, a partir da percepção de trabalhadores – com e sem – deficiência e dos gestores, especialmente, dos postos de trabalho e, ainda, buscou compreender a atuação de órgãos públicos legais implicados no processo de inclusão de trabalhadores com deficiência. Tem caráter quanti-qualitativo; os dados foram analisados descritivamente e por triangulação. Constatou-se prevalência do sexo masculino entre os trabalhadores com e sem deficiência e do sexo feminino entre os gestores; a maioria dos trabalhadores, de ambos os grupos, tinha Ensino Médio Completo. A maioria dos gestores tinha Ensino Superior Completo e não participou, durante a sua formação, de discussões sobre a inclusão de pessoas com deficiência no mercado de trabalho. A maioria dos trabalhadores com e sem deficiência ocupava postos em setores administrativos e a dos gestores estava em instituições educacionais. Dos 192 trabalhadores sem deficiência, 22,3% trabalhavam no mesmo setor dos com deficiência. Foram identificadas barreiras arquitetônicas, atitudinais e de comunicação, mas também foram evidenciados facilitadores. O órgão legal revelou-se fiscalizador. Portanto, houve predomínio masculino entre os trabalhadores e feminino entre os gestores. A escolaridade dos trabalhadores foi de ensino médio e superior, a dos gestores.
