Civil Construction Scenario in Brazil during the COVID-19 Pandemic

Resumo: | This research aims to present the current scenario of Civil Construction in some Brazilian states, showing the places that established the sector's halt and those that continued to operate normally, being made a comparison taking into account the demographic density of the states and the higher and lower number of deaths to date and also demonstrating the measures adopted on construction sites to prevent the spread of the disease. The research method was based on data collected at the State Health Secretariats and Construction Industry Unions (Sinduscon) of the states, from newspapers and magazines in 8 Brazilian states, 4 of which have the lowest number of deaths and 4 have the highest number of registered deaths. It was generating a value, called index "I" (Deaths / Demographic Density), this way it was possible to understand the impact that the Civil Construction industry can bring to the propagation of COVID-19, since the Civil Construction sector moves the other sectors, such as construction material stores, distributors, restaurants, public transportation, among others. It was verified which States the Civil Construction sector is complying with the paralysis of the sector and compare data from the States with the highest rates of this disease, verifying if there is any correlation for the increase of confirmed cases. The states with the highest number of deaths were SP > RJ > CE > PE, but their indexes were different, relating them to the control or lack of control of virus prevention in civil construction and other sectors, where if compared with index "I" the sequence is SP > CE > PE > RJ, being I = 13.57 for São Paulo and the states with the lowest number of deaths were TO < MS < MT < AC and their comparisons by index "I" continue in the same sequence, with Tocantins with the lowest index among all states, I = 0.53. Some essential measures were adopted to avoid the spread of coronavirus, such as the use of thermometers at the entrance to the work, marking on the floor to keep people away, distance between the tables and removal of intermediate seats, sanitization of work sites, distribution of information posters throughout the work site, shift redefinition, among other measures are very important for the welfare and health of workers. |

El método de investigación se basó en los datos recogidos en las Secretarías de Salud y los Sindicatos de la Industria de la Construcción (Sinduscon) de los estados, de periódicos y revistas de 8 estados brasileños, 4 de los cuales tienen el menor número de muertes y 4 tienen el mayor número de muertes registradas. Se generó un valor, llamado índice "I" (Muertes / Densidades Demográficas), de esta manera se pudo entender el impacto que la industria de la Construcción Civil puede aportar a la propagación de COVID-19, ya que el sector de la Construcción Civil mueve a los demás sectores, como las tiendas de materiales de construcción, distribuidores, restaurantes, transporte público, entre otros. Se verificó qué Estados del sector de la construcción civil cumplen con la parálisis del sector y se comparan los datos de los Estados con las tasas más altas de esta enfermedad, verificando si existe alguna correlación para el aumento de los casos confirmados. Los estados con mayor número de muertes fueron SP > RJ > CE > PE, pero sus índices fueron diferentes, relacionándolos con el control o la falta de control de la prevención del virus en la construcción civil y otros sectores, donde si se compara con el índice "I" la secuencia es SP > CE > PE > RJ, siendo I = 13,57 para São Paulo y los estados con menor número de muertes fueron TO < MS < MT < AC y sus comparaciones por el índice "I" continúan en la misma secuencia, siendo Tocantins el que tiene el menor índice entre todos los estados, I = 0,53. Se adoptaron algunas medidas esenciales para evitar la propagación del coronavirus, como el uso de termómetros a la entrada de la obra, la señalización en el suelo para mantener alejadas a las personas, la distancia entre las mesas y la retirada de los asientos intermedios, la higienización de los lugares de trabajo, la distribución de carteles informativos en todo el lugar de trabajo, la redefinición de los turnos, entre otras medidas son muy importantes para el bienestar y la salud de los trabajadores.Esta pesquisa tem por objetivo apresentar o cenário atual da Construção Civil de alguns Estados brasileiros, demonstrando os locais que estabeleceram a parada do setor e os que continuaram a atuação normalmente, sendo feito uma comparação levando em consideração a densidade demográfica dos Estados e a maior e menor quantidade de óbitos até a data atual e também demonstrar as medidas adotas nos canteiros de obras para evitar a propagação da doença. O método de pesquisa foi realizado com base em dados coletados nas Secretarias Estaduais de Saúde e Sindicatos da Indústria da Construção (Sinduscon) dos Estados, de jornais e revistas de 8 Estados brasileiros sendo 4 que possuem menor quantidade de óbitos e 4 que possuem maiores quantidades de óbitos registrados. Foi gerando um valor, chamado índice “I” (Óbitos / Densidade Demográfica), desta forma foi possível entender o impacto que a indústria da Construção Civil pode trazer para a propagação da COVID-19, já que o setor Construção Civil movimenta os outros setores, como lojas de materiais de construção, distribuidoras, restaurantes, transportes públicos, entre outros. Verificou-se quais Estados o setor da Construção Civil está cumprindo com a paralisação do setor e comparar dados dos Estados que estão com os maiores índices desta doença, verificando se há alguma correlação para o aumento de casos confirmados. Os Estados que possuem maiores quantidade de óbitos foram SP > RJ > CE > PE, porém seus índices foram diferentes, relacionando-os com o controle ou descontrole da prevenção do vírus na construção civil e em outros setores, onde se comparados com índice “I” a sequência é SP > CE > PE > RJ, sendo I = 13,57 para São Paulo já Estados que possuem menores quantidades de óbitos foram TO < MS < MT < AC e seus comparativos por índice “I” continuam na mesma sequência, tendo o Tocantins com o menor índice entre todos os Estados, I = 0,53.
