Profile of the prison population in the pandemic: the case of the State of Pará

Resumo: | This article aims to raise the profile of the Pará prison population in the pandemic of the new Coronavirus, which causes the disease COVID-19, called SARS-CoV-2, from January to September 2020. A review of the literature relevant to the theme and an exploratory-descriptive research was carried out, with a quantitative approach, with analysis of secondary data available in the databases of the Secretariat of Penitentiary Administration (SEAP), National Council of Justice (CNJ), National Council of the Public Prosecutor's Office (CNMP) and the National Prison Information Survey (INFOPEN). The results show that the Paraense Prison System has a deficit of 5,569 vacancies. Regarding the COVID-19 data, it presents 666 confirmed cases, 84 suspects, 97 under treatment and no deaths. 1,500 tests were carried out to detect COVID-19 among persons deprived of their liberty (PPLs) and 55 isolation beds were made available for observation of suspected COVID-19. There was a percentage increase in medical care to the prison population of the State of Pará in the months from January to August 2020, when compared to the same period in 2019. It is concluded that the positive result of the non-occurrence of deaths from PPLs points to an efficiency in facing the spread of infection by the new Coronavirus in the paraense prison system, however the low rate of testing for detection of Covid-19 may indicate underreporting and ignorance of the real dimension of the pandemic. |

Se realizó una revisión de la literatura relevante y una investigación exploratoria-descriptiva, con enfoque cuantitativo, con análisis de datos secundarios disponibles en las bases de datos de la Secretaría de Administración Penitenciaria (SEAP), Consejo Nacional de Justicia (CNJ), Consejo Nacional de la Ministerio Público (CNMP) y Encuesta Nacional de Información Penitenciaria (INFOPEN). Los resultados muestran que el Sistema Penitenciario Paraense tiene un déficit de 5.569 plazas. En cuanto al dato del COVID-19, presenta 666 casos confirmados, 84 sospechosos, 97 en tratamiento y sin fallecimientos. Se realizaron 1.500 pruebas para detectar COVID-19 entre personas privadas de libertad (PPL) y se pusieron a disposición 55 camas de aislamiento para la observación de sospecha de COVID-19. Hubo un aumento porcentual en la atención médica a la población carcelaria del Estado de Pará en los meses de enero a agosto de 2020, en comparación con el mismo período de 2019. Se concluye que el resultado positivo de la no ocurrencia de muertes por PPL apunta a una eficiencia en el afrontamiento propagación de la infección por el nuevo coronavirus en el sistema de prisiones, sin embargo, la baja tasa de pruebas para la detección de COVID-19 puede indicar un subregistro e ignorancia de la dimensión real de la pandemia.O presente artigo tem como objetivo levantar o perfil da população carcerária paraense na pandemia do novo Coronavírus, causador da doença COVID-19, denominado SARS-CoV-2, no período de janeiro a setembro de 2020. Foi realizada uma revisão da literatura pertinente à temática e uma pesquisa exploratória-descritiva, com abordagem quantitativa, com análise de dados secundários disponíveis nos bancos de dados da Secretaria de Administração Penitenciária (SEAP), Conselho Nacional de Justiça (CNJ), Conselho Nacional do Ministério Público (CNMP) e do Levantamento Nacional de Informações Penitenciárias (INFOPEN). Os resultados mostram que o Sistema Prisional Paraense apresenta um déficit de 5.569 vagas. Com relação aos dados da COVID-19, apresenta 666 casos confirmados, 84 suspeitos, 97 em tratamento e nenhum óbito. Foram realizados 1.500 testes para detecção da COVID-19 entre as pessoas privadas de liberdade (PPLs) e disponibilizados 55 leitos de isolamento para observação de suspeitos de COVID-19. Houve um aumento percentual dos atendimentos médicos à população carcerária do Estado do Pará nos meses de janeiro a agosto de 2020, quando comparados com o mesmo período do ano de 2019.
