Pandemic and the response of Brazilian democracy

Resumo: This article focuses on the response of Brazilian Democracy in the face of the COVID-19 pandemic state that took place in the country, especially in the first half of 2020. Based on the assumption that the Brazilian democratic model is constituted as a strong concept of institutions abstract, we aim to analyze the formation of national democracy and its effectiveness in the face of the social effects caused by the Covid-19 Pandemic. For this, the historical-contextual course of the concept of Democracy was analyzed and, finally, Democracy in Brazil was evaluated from the impacts caused by the Covid-19 Pandemic and the consequences of this action in the realization of the national democratic space. To achieve the arguments, a bibliographic study was used, with scientific data, based on the following bases: Scielo, CAPES and Google Scholar, using the keywords: “Democracy”; “Pandemic” and “Covid-19”. The results showed that with the Pandemic it was realized how Democracy in Brazil is purely formal, reduced to legal and academic concepts. This abstraction has become lethal to the poorer classes, as it has materialized its material inefficiency, which for years has been dismantling social protection structures, denying the poor access to the practical exercise of isonomy and demonstrating the secondary role of legal discourse, creating a gap between what it would be the essence of democracy (justice) and the materialization of this institute in Brazil (class interests). The Pandemic process tends to intensify, but for years it will leave marks on the lower deck of the ship, where the poorest will remain poor, the rich, for sure, will become millionaires.

Partiendo del supuesto de que el modelo democrático brasileño se constituye como un concepto fuerte de Resumen de instituciones, nos proponemos analizar la formación de la democracia nacional y su eficacia frente a los efectos sociales provocados por la Pandemia del Covid-19. Para ello, se analizó el curso histórico-contextual del concepto de Democracia y, finalmente, se evaluó la Democracia en Brasil a partir de los impactos provocados por la Pandemia del Covid-19 y las consecuencias de esa acción en la realización del espacio democrático nacional. Para lograr los argumentos se utilizó un estudio bibliográfico, con datos científicos, a partir de las siguientes bases: Scielo, CAPES y Google Scholar, utilizando las palabras clave: “Democracia”; “Pandemia” y “Covid-19”. Los resultados mostraron que con la Pandemia se percibió cómo la Democracia en Brasil es puramente formal, reducida a conceptos jurídicos y académicos. Esta abstracción se ha vuelto letal para las clases más pobres, pues ha materializado su ineficiencia material, que desde hace años viene desmantelando las estructuras de protección social, negando a los pobres el acceso al ejercicio práctico de la isonomía y evidenciando el papel secundario del discurso jurídico, creando una brecha entre lo que sería la esencia de la democracia (justicia) y la materialización de ese instituto en Brasil (intereses de clase). El proceso de la Pandemia tiende a intensificarse, pero por años dejará marcas en la cubierta inferior del barco, donde los más pobres seguirán siendo pobres, los ricos, seguro, se harán millonarios.O presente artigo debruça-se sobre a resposta da Democracia Brasileira frente ao estado de pandemia da Covid-19 que se instaurou no país, principalmente no primeiro semestre de 2020. Fundadas no pressuposto que o modelo democrático brasileiro se constitui como um conceito forte de instituições abstratas, objetivamos analisar a formação da democracia nacional e sua efetivação ante os efeitos sociais provocados pela Pandemia do Covid-19. Para isso, foi analisado o transcurso histórico-contextual do conceito de Democracia e, por fim, avaliado a Democracia no Brasil a partir dos impactos causados pela Pandemia do Covid-19 e as consequências dessa atuação na efetivação do espaço democrático nacional. Para a consecução dos argumentos foi utilizado um estudo bibliográfico, com dados científicos, fundamentado nas seguintes bases: Scielo, CAPES e Google Acadêmico, usando as palavras-chave: “Democracia”; “Pandemia” e “Covid-19”. Os resultados mostraram que com a Pandemia percebeu-se como a Democracia no Brasil é puramente formal, reduzida à conceitos jurídicos e acadêmicos. Essa abstração se tornou letal às classes mais pobres, pois concretizou sua ineficácia material que há anos desmantela as estruturas sociais de proteção, nega o acesso dos pobres ao exercício prático da isonomia e demonstra o papel secundário do discurso legal, criando um distanciamento entre o que seria a essência da democracia (justiça) e a materialização desse instituto no Brasil (interesses de classes).
