Indicators of socio-environmental vulnerability: measurement and evaluation for the Capital of Paraíba, Brazil

Resumo: The theme of socio-environmental vulnerability in the urban context involves the social issues of a population, as well as the environmental dimension. In this sense, this article aims to analyze the socio-environmental vulnerability of the city of João Pessoa - PB. Therefore, it was based on the set of indicators proposed by Vasconcelos et al. (2019), for constituting a set that addresses social and environmental aspects to characterize Brazilian cities. An exploratory and descriptive study was carried out, through bibliographic and documentary research, as well as in the choice and collection of data for the indicators for the capital of Paraíba. The results demonstrate that João Pessoa's level of socio-environmental vulnerability is classified as ‘High’. This result is considered unsatisfactory and worrying, as it puts the city in a problematic situation, demanding needs so that it is possible to guarantee the quality of life of local citizens. Therefore, demanding from the State a more complete planning so that it can guide its actions regarding the provision of public services, so that it guarantees and protects the interests of the entire population. However, the authorities will be able to use the present study as an aid tool in solving the problems that place the citizens in a situation of socio-environmental vulnerability. In addition, the article allows for future studies to structure planning and improve urban management.

En este sentido, este artículo tiene como objetivo analizar la vulnerabilidad socioambiental de la ciudad de João Pessoa - PB. Por tanto, se basó en el conjunto de indicadores propuestos por Vasconcelos et al. (2019), por constituir un conjunto de indicadores que abordan aspectos sociales y ambientales para caracterizar las ciudades brasileñas. Se realizó un estudio exploratorio y descriptivo, a través de investigación bibliográfica y documental, así como en la elección y recolección de datos para los indicadores de la capital de Paraíba. Los resultados demuestran que el nivel de vulnerabilidad socioambiental de João Pessoa se clasifica como ‘Alto’. Este resultado se considera insatisfactorio y preocupante, en la medida en que coloca a la ciudad en una situación problemática, exigiendo necesidades para garantizar la calidad de vida de las Personas. Por tanto, exigir al Estado una planificación más completa para que oriente sus acciones en materia de prestación de servicios públicos, de modo que garantice y proteja los intereses de toda la población. Sin embargo, las autoridades podrán utilizar el presente estudio como una herramienta de ayuda para resolver los problemas que colocan a los habitantes de las ciudades en una situación de vulnerabilidad socioambiental. Además, el artículo permite futuros estudios para estructurar la planificación y mejorar la gestión urbana.A temática da vulnerabilidade socioambiental no contexto urbano envolve as questões sociais de uma população, bem como relaciona-se a dimensão ambiental. Neste sentido, este artigo tem como objetivo analisar a vulnerabilidade socioambiental da cidade de João Pessoa – PB. Para tanto, tomou como base o conjunto de indicadores propostos por Vasconcelos et al. (2019), por consituírem um conjunto de indicadores que abordam os aspectos sociais e ambientais para caracterizar as cidades brasileiras. Realizou-se um estudo exploratório e descritivo, através da pesquisa bibliográfica e documental, como também na escolha e coleta dos dados dos indicadores para a capital paraibana. Os resultados demonstram que o nível de vulnerabilidade socioambiental de João Pessoa é classificado como ‘Alto’. Esse resultado é considerado insatisfatório e preocupante, na medida em que põe a cidade em uma situação problemática demandando necessidades para que seja possível uma garantia da qualidade de vida dos Pessoenses. Portanto, demandando do Estado um planejamento mais completo para que possa guiar suas ações quanto à prestação de serviços públicos, de modo que garanta e proteja os interesses de toda à população. No entanto, as autoridades poderão utilizar do presente estudo como ferramenta de auxílio na resolução dos problemas que colocam os citadinos em uma situação de vulnerabilidade socioambiental.
