The Brazilian Military Regime and Authoritarianism: a review on the institutionalization of political repression and “Controlled Democracy”

Resumo: | This paper analyzes the Brazilian Military Regime (1964-1984) in terms of the institutionalization of repression and the military's geopolitical project and the break with democracy. Guided by the National Security Doctrine, the Armed Forces are called to think strategies that allow the security of the country, according to its premises. To justify this geopolitical conception, we analyze the context of 1964 Military Coup in Brazil and the way the National Security Doctrine verified the presence of an internal threat to the Brazilian State and civil society, that is, encouraging the constitution of a dictatorial state to protect the national territory. The research methodology adopted was a literature review with analysis of documents and data from the Truth Commission. Among the results obtained, we highlight that the 1964 Military Coup in Brazil and the construction of the Military Regime originated from the geopolitical discourse of the Brazilian military. Moreover, to save national security, the disturbance of Brazilian democracy and the taking of authoritarian actions in the search for the “internal and subversive enemy” was justified. |

Las Fuerzas Armadas, guiadas por la Doctrina de Seguridad Nacional, se han convocadas a pensar estrategias que permitan la seguridad del territorio nacional, según sus premisas. Con el fin de justificar esta concepción geopolítica, analizamos el contexto del Golpe Militar de 1964 y la forma en que la Doctrina de Seguridad Nacional comprobó la presencia de una amenaza interna al Estado y la sociedad civil, es decir, incentivando la constitución de un Estado dictatorial que protegiera el territorio nacional. La metodología de investigación adoptada fue una revisión bibliográfica acompañada del análisis de documentos y datos relevantes de la Comisión de la Verdad. Entre los resultados obtenidos destacamos que el golpe de 1964 y la construcción del Régimen Militar tiene su origen ou sejn el discurso geopolítico de los militares brasileños. Además, para salvar la seguridad nacional, se justificó la ruptura de la Democracia brasileña y la toma de acciones autoritarias en la búsqueda del "enemigo interno y subversivo".O artigo analisa o Regime Militar Brasileiro (1964-1984) no que tange à institucionalização da repressão e do projeto geopolítico dos militares e à ruptura com a democracia. As Forças Armadas, orientadas pela Doutrina de Segurança Nacional, são chamadas para pensar estratégias que permitam a segurança do território nacional, de acordo com as suas premissas. Para justificarmos esta concepção geopolítica, analisamos o contexto do Golpe Militar de 1964 e a forma como a Doutrina de Segurança Nacional constatou a presença de uma ameaça interna ao Estado Brasileiro e à sociedade civil, ou seja, incentivando a constituição de um Estado ditatorial que protegesse o território nacional. A metodologia de pesquisa adotada foi uma revisão bibliográfica acompanhada da análise de documentos e dados da Comissão da Verdade. Entre os resultados obtidos, destacamos que o Golpe de 1964 e a construção do Regime Militar tem origem no discurso geopolítico dos militares brasileiros.
