Analysis of the consistency of infant and fetal death records in a medium-sized municipality: Descriptive study

Resumo: Objective: To analyze the consistency of the records present in the declarations and investigation forms of infant and fetal deaths, in the Mortality Information System, in the Municipal Health Department of Caicó, State of Rio Grande do Norte, Brazil. Method: This is a descriptive, quantitative study, which used secondary data on infant and fetal deaths (n=58), from the municipal death surveillance sector and notified and investigated in the Mortality Information System in the period from 2010 to 2015. Data were analyzed by absolute and relative frequencies using the Statistical Package for the Social Sciences version 22.0 statistical software. Results: It was evidenced that 75.7% of fetal cases and 92% of infant cases analyzed presented factors that compromised their consistency. In general, the study pointed out the fragility of death surveillance in the municipality, especially in the context of closing investigations. Conclusion: The study revealed high inconsistency of the investigation records of infant and fetal deaths. It is necessary to recognize the relevance of the investigation for the knowledge of infant and fetal deaths as an important tool for management in decision making and monitoring of infant mortality. Thus, it is necessary to strengthen the role of the mortality committee in the investigation and mobilization of managers and health teams to overcome the problems identified.

Método: Se trata de un estudio descriptivo y cuantitativo, en el que se utilizaron datos secundarios sobre las muertes infantiles y fetales (n=58), procedentes del sector de vigilancia de las muertes municipales y notificadas e investigadas en el Sistema de Información de Mortalidad en el periodo comprendido entre 2010 y 2015. Los datos se analizaron mediante frecuencias absolutas y relativas utilizando el programa estadístico Statistical Package for the Social Sciences versión 22.0. Resultados: Se demostró que el 75,7% de los casos fetiches y el 92% de los casos infantiles analizados presentaban factores que comprometían su consistencia. En términos generales, el estudio muestra la fragilidad de la vigilancia del óbito en el municipio, principalmente en el contexto de la investigación. Conclusión: El estudio reveló una gran incoherencia en los registros de investigación de las muertes de bebés y fetos. Hay que reconocer la relevancia de la investigación para el conocimiento de los óbitos infantiles y los fetales como una herramienta importante para la gestión de la toma de decisiones y el seguimiento de la mortalidad infantil. Por lo tanto, es necesario reforzar el papel del comité de mortalidad en la investigación y la movilización de los gestores y los equipos sanitarios para superar los problemas identificados.Objetivo: Analisar a consistência dos registros presentes nas declarações e nas fichas de investigação de óbitos infantis e fetais, no Sistema de Informação sobre Mortalidade, na Secretaria Municipal de Saúde de Caicó, no Estado do Rio Grande do Norte, Brasil. Os dados foram analisados através de frequências absolutas e relativas utilizando-se o apoio do programa estatístico Statistical Package for the Social Sciences versão 22.0. Resultados: Evidenciou-se que 75,7% dos casos fetais e 92% dos casos infantis analisados apresentaram fatores que comprometeram a sua consistência. De modo geral, o estudo apontou a fragilidade da vigilância do óbito no município, principalmente no contexto do fechamento das investigações. Conclusão: O estudo revelou alta inconsistência dos registros de investigação de mortes infantis e fetais. É preciso reconhecer a relevância da investigação para o conhecimento dos óbitos infantis e fetais enquanto uma ferramenta importante para a gestão na tomada de decisões e monitoramento da mortalidade infantil.
