The importance of participatory democratic management in the execution of the direct money in school program (PDDE)

Resumo: The objective of this article is to verify the importance of participatory democratic management in the identification of determining factors in the management processes of the PDDE, based on a bibliographic review of articles published in the period from 2000 to 2020. An exploratory methodology was used. , with a qualitative approach and bibliographic-documentary strategy. 48 articles published in the analyzed period were identified. The analysis of the articles allowed us to identify four determining factors: Training, Participatory Management, Social Control and Resource Management and Autonomy. The results of the analysis are fundamental in defining monitoring policies aimed at mitigating the difficulties of the PDDE management processes. Democratic and participatory management is complex, especially in a program of national scope, which involves different social actors, whose performance is influenced by various institutional, economic, political, social and cultural factors. The results of the study can help to conduct future studies on each of the determining factors identified.

Se utilizó una metodología exploratoria, con un enfoque cualitativo y estrategia bibliográfico-documental. Se identificaron 48 artículos publicados en el período analizado. El análisis de los artículos permitió identificar cuatro factores determinantes: Formación, Gestión Participativa, Control Social y Gestión de Recursos y Autonomía. Los resultados del análisis son fundamentales en la delimitación de políticas de monitoreo tendientes a mitigar las dificultades de los procesos de gestión del PDDE. La gestión democrática y participativa es compleja, especialmente en un programa de alcance nacional, que involucra a diferentes actores sociales, cuyo desempeño está influenciado por diversos factores institucionales, económicos, políticos, sociales y culturales. Los resultados del estudio pueden ayudar a realizar estudios futuros sobre cada uno de los factores determinantes identificados.O objetivo deste artigo é verificar a importância da gestão democrática participativa na identificação dos fatores determinantes nos processos de gestão do PDDE, a partir de uma revisão da literatura dos artigos publicados no período de 2000 a 2020. Utilizou-se uma metodologia de caráter exploratório, com abordagem qualitativa e estratégia bibliográfico-documental. Foram identificados 48 artigos publicados no período analisado. A análise dos artigos possibilitou identificar quatro fatores determinantes: Capacitação, Gestão Participativa, Controle Social e Gestão dos Recursos e Autonomia.  Os resultados da análise são fundamentais na delimitação de políticas de monitoramento visando mitigar as dificuldades dos processos de gestão do PDDE. A gestão democrática e participativa é complexa, sobretudo em um programa de abrangência nacional, que envolve diferentes atores sociais, cuja atuação sobre a influência de vários fatores institucionais, econômicos, políticos, sociais e culturais.
