A Scale-Economy Analysis of Socioeconomic Development in Local Governments of Brazil

Resumo: There is no consensus in the specialized literature about the effects of public expenditure on socioeconomic development. The Brazilian Federalism, designed through the Constitution of 1988, has attributed some competencies to the municipalities in the provision of public services in areas like health and education. Nevertheless, considering the fiscal field, municipalities have jurisdiction over taxes of less monetary expression and greater difficulty of collection. The literature about the economies of scale presents a potential contribution to the understanding of development differences in the local level. This study proposes to analyze the possible existence of economies of scale by comparing public expenditures in different groups of municipalities and to verify relationships between socioeconomic development, economies of scale and intergovernmental transfers. For this, a quantitative methodology of cluster analysis and Kruskall-Wallis mean test is used. The study is carried out with municipalities belonging to the federal unit of Minas Gerais. The results point to a possible existence of economies of scale for medium-sized municipalities, with a population between 20,000 and 56,000 inhabitants. There is an improvement of the municipalities of small size in the receipt of intergovernmental transfers. There was no relationship between economies of scale and socioeconomic development.

El diseño del federalismo brasileño, especialmente después de la constitución de 1988, otorgó a los municipios facultades para ofrecer servicios públicos, especialmente en el área de salud y educación. Sin embargo, en el ámbito fiscal, los municipios tienen competencia sobre impuestos de menor expresión monetaria y mayor dificultad de recaudación. El análisis de la literatura sobre economías de escala muestra una contribución potencial para comprender las diferencias de desarrollo a nivel local. Este estudio tiene como objetivo analizar la posible existencia de economías de escala a partir de la comparación de los gastos públicos en diferentes grupos de municipios, y verificar relaciones entre desarrollo socioeconómico, economías de escala y transferencias intergubernamentales. Para ello se utiliza una metodología cuantitativa de análisis de conglomerados y la prueba de medias de Kruskall-Wallis. El estudio se realiza con municipios pertenecientes a la unidad federal de Minas Gerais. Los resultados apuntan a una posible existencia de economías de escala para municipios medianos, con una población entre 20.000 y 56.000 habitantes. Hay una mejora de los municipios de pequeño tamaño en la recepción de transferencias intergubernamentales. No hubo relación entre las economías de escala y el desarrollo socioeconómico.Na literatura não há consenso sobre os efeitos dos gastos públicos no desenvolvimento socioeconômico. O desenho do Federalismo brasileiro, principalmente após a constituição de 1988, atribuiu aos municípios competências no oferecimento de serviços públicos, especialmente na área de saúde e educação. No entanto, no âmbito fiscal os municípios têm competência sobre os impostos de menor expressão monetária e maior dificuldade de arrecadação. A análise da literatura sobre economia de escala mostra uma potencial contribuição para entender as diferenças de desenvolvimento no âmbito local. Este estudo propõe-se a analisar a possível existência de economia de escala a partir da comparação dos gastos públicos em diferentes grupos de municípios, e verificar relações entre desenvolvimento socioeconômico, economias de escala e transferências intergovernamentais. Para tanto, é utilizada metodologia quantitativa de análise de cluster e teste de média de Kruskall-Wallis. O estudo é realizado com municípios pertencentes a unidade federativa de Minas Gerais. Os resultados apontam para uma possível existência de economia de escala para municípios de médio porte, com população entre 20.000 e 56.000 habitantes. Há um beneficiamento dos municípios de pequeno porte no recebimento de transferências intergovernamentais.
