Understanding why agricultural producers do not become organic producers

Resumo: | This study aims to analyze why agroecological producers do not become organic producers. This research was characterized as empirical and descriptive, with a qualitative nature. Data were collected through semi-structured interviews divided into three blocks. The interviews were carried out in April 2021 with the farmers participating in the UFSM PoliFeira. The first block investigated the factors that lead agroecological producers to withdraw from organic certification. The second block analyzed the dissemination of information on certification and practices of organic food production and, finally, the third block verified the role of development agencies in certification. In the first block, the main notes indicated that the withdrawal of obtaining organic certification occurs due to the bureaucracy imposed in the process and the lack of time and resources of the producers. In the second block, the analysis of the dissemination of information on certification and practices of organic food production showed that UFSM itself assumes an informative, evaluative role and advises PoliFeira producers in everything that is necessary, and when it fails to do so, it indicates some partner that can, such as EMATER, Instituto Farroupilha or EMPRAPA. In the third block, it was understood that UFSM is a fundamental articulator for the investigated producers of PoliFeira, as well as EMATER. |

Esta investigación se caracterizó por ser empírica y descriptiva, con carácter cualitativo. Los datos fueron recolectados a través de entrevistas semiestructuradas divididas en tres bloques. Las entrevistas fueron realizadas en abril de 2021 con los agricultores participantes de la UFSM PoliFeira. El primer bloque investigó los factores que llevan a los productores agroecológicos a retirarse de la certificación orgánica. El segundo bloque analizó la difusión de información sobre certificación y prácticas de producción de alimentos orgánicos y, finalmente, el tercer bloque verificó el papel de las agencias de desarrollo en la certificación. En el primer bloque, las notas principales indicaron que el retiro de la obtención de la certificación orgánica se da por la burocracia impuesta en el proceso y la falta de tiempo y recursos de los productores. En el segundo bloque, el análisis de la difusión de información sobre certificación y prácticas de producción de alimentos orgánicos mostró que la UFSM misma asume un rol informativo, evaluador y asesora a los productores de PoliFeira en todo lo necesario, y cuando no lo hace, indica algún socio que pueda, como EMATER, Instituto Farroupilha o EMPRAPA. En el tercer bloque, se entendió que la UFSM es un articulador fundamental para los productores investigados de PoliFeira, así como de la EMATER.Este estudo tem como objetivo analisar por quais motivos produtores agroecológicos não se tornam produtores orgânicos. Esta pesquisa se caracterizou como empírica e descritiva, com natureza qualitativa. Os dados foram coletados através de entrevistas semiestruturadas divididas em três blocos. As entrevistas foram realizadas em abril de 2021 com os agricultores que participam da PoliFeira da UFSM. O primeiro bloco investigou os fatores que levam a desistência da certificação orgânica por produtores agroecológicos. O segundo bloco analisou a difusão de informações sobre certificação e práticas da produção orgânica de alimentos e, por fim, o terceiro bloco verificou o papel dos órgãos de fomento na certificação. No primeiro bloco, os principais apontamentos indicaram que a desistência a obtenção da certificação orgânica ocorre mediante a burocracia imposta no processo e a falta de tempo e recursos dos produtores. No segundo bloco, a análise da difusão de informações sobre certificação e práticas da produção orgânica de alimentos mostrou que a própria UFSM assume papel informativo, avaliativo e assessora os produtores da PoliFeira em tudo que é necessário, e quando não consegue fazê-lo indica algum parceiro que possa, como a EMATER, Instituto Farroupilha ou EMPRAPA.
