Conservation Units in Brazil: a study of case from Region of Cocais, in the East of Maranhão

Resumo: Studies about the difficulties encountered in the creation of Conservation Units in states and municipalities are extremely important. Thus, in this paper, a survey was made of the panorama of conservation units in Brazil and in the Maranhão State, with emphasis on the Cocais Region. The methodological procedures, in the first phase consisted of studying the legislation, the processes related to the creation of conservations units, and in the second, a survey was carried out in the National Register of Conservation Units (CNUC). It was found that Brazil, until the year 2019, has 2,376 conservation units in different categories distributed throughout the national territory, with 1,004 created by the Federal sphere, 1,004 by the States and only 368 by the Municipalities. Of the 2,376 UC's, only 430 (18.1%) have a management plan and 1,946 (81.9%) have not. The Maranhão has 40 conservation units, of which only five have a management plan and none of them is in the Cocais Region. It should be noted that in the Cocais Region there are four Conservation Units: one at the Federal level (Private Reserve of Natural Heritage: Pantanal Farm), one at the State level (Environmental Protection Area: Morro Garapenses) and two at the municipal level: Area Environmental Protection Area and Sucupira Environmental Protection Area. It is noteworthy that the management plans are of fundamental importance for the protection of the conservations units, whether at the national, state and municipal levels. Regarding the Cocais Region, the Management Plan becomes urgent, especially considering that the phytogeography spot has cultural, social and economic value for the local community.

Así, en este artículo se realizó una encuesta sobre el panorama de las unidades de conservación en Brasil y en el Estado del Maranhão, con énfasis en la región de Cocais. Los procedimientos metodológicos, en la primera fase, consistieron en estudiar la legislación y los procesos relacionados con la creación de unidades de conservación y, en la segunda, se realizó una encuesta en el Registro Nacional de Unidades de Conservación de Brasil (CNUC). Se descubrió que Brasil, hasta el año 2019, tenía 2,376 unidades de conservación en diferentes categorías en todo su territorio nacional, con 1,004 creadas por la esfera Federal, 1,004 por los Estados y solo 368 por las ciudades. De los 2,376 unidades de conservación, solo 430 (18.1%) tienen un plan de manejo y 1,946 (81.9%) no. El Maranhão tiene 40 unidades de conservación, de las cuales solo cinco tienen un plan de manejo y ninguna de ellas se encuentra en la región de Cocais. Cabe señalar que en la Región de Cocais hay cuatro Unidades de Conservación: una a nivel federal (Reserva Privada del Patrimonio Natural: Fazenda Pantanal), a nivel estatal (Área de Protección Ambiental: Morro Garapenses) y dos a nivel municipal: Área de Protección Ambiental de Trizidela y Sucupira de Protección Ambiental. Cabe señalar que los planes de gestión son de importancia fundamental para la protección de las unidades de conservación, ya sea a nivel nacional, estatal y municipal. Con respecto a la Región de Cocais, el Plan de Manejo se vuelve urgente, especialmente considerando que la mancha fitogeográfica tiene un valor cultural, social y económico para la comunidad local.Diagnósticos das dificuldades encontradas para a criação de Unidades de Conservação (UC) nos estados e municípios ou até mesmo em regiões são extremamente importantes. Assim, neste trabalho fez-se um levantamento do panorama das UC’s do Brasil e no Estado do Maranhão com destaque para a Região dos Cocais. Os procedimentos metodológicos, na primeira fase consistiram no estudo da legislação e nos processos relativos à criação de UC’s e a segunda realizou-se um levantamento no Cadastro Nacional de Unidades Conservação (CNUC). Verificou-se que o Brasil, até o ano de 2019, possui 2.376 UC’s em diferentes categorias distribuídas em todo território nacional, com 1004 criadas pela esfera Federal, 1004 pelos Estados e apenas 368 pelos Municípios. Das 2.376 UC’s apenas 430 (18,1%) apresentam plano de manejo e 1.946 (81,9%) não apresentaram. O Maranhão possui 40 unidades de conservação das quais somente cinco apresentam plano de manejo e destas nenhuma se encontra na Região dos Cocais. Cabe destacar que na Região dos Cocais encontram-se quatro Unidades de Conservação: uma no âmbito Federal (Reserva Particular de Patrimônio Natural: Fazenda Pantanal), uma no âmbito Estadual (Área de Proteção Ambiental: Morro Garapenses) e duas na esfera municipal: Área de Proteção Ambiental Trizidela e Área de Proteção Ambiental Sucupira. Ressalta-se que os planos de manejo são de fundamental importância para a proteção das UC’s, seja na esfera nacional, estadual e municipal.
