Resumo: This text brings reflections on aspects involved in the development of policies of the Union, in collaboration, for the elaboration of the National Education Plan and evaluation of school performance, focusing on the municipal education systems of Duque de Caxias / RJ, Niterói / RJ and Queimados / RJ. Only the competencies included in items I and VI of article 9 of LDBEN 9394/96 (BRASIL, 1996) were considered.. The theoretical-methodological course of the research was based on the analysis of the policy cycle of S. Ball (1992, 2009) and their considerations on the active interpretation, in the local context, of the discourse of national educational policies. In the contexts investigated, it is possible to say that actions responsive to federal policies, even resulting from the process of intensifying the impact of national policies and programs in the local context, are also due to municipal political and administrative autonomy.

Se consideraron sólo las competencias constantes en los incisos I y VI del artículo 9 de la LDBEN 9394/96 (BRASIL, 1996). El recorrido teórico-metodológico de la investigación se basó en el abordaje de análisis del ciclo de políticas de S. Ball (1992, 2009) y sus consideraciones sobre la interpretación activa, en el contexto local, del discurso de las políticas educativas nacionales. Se puede decir que, en los contextos investigados, las acciones responsivas a las políticas federales, aunque resultantes del proceso de intensificación de la incidencia de las políticas y programas nacionales en el contexto local, son también consecuencia de la autonomía política y administrativa municipal.O texto traz reflexões sobre aspectos intervenientes no desenvolvimento de políticas da União, em regime de colaboração, para a elaboração do Plano Nacional de Educação e a avaliação do rendimento escolar, focalizando os sistemas municipais de ensino de Duque de Caxias/RJ, Niterói/RJ e Queimados/RJ . Foram consideradas apenas as competências constantes nos incisos I e VI do artigo 9º da LDBEN 9394/96 (BRASIL, 1996). O percurso teórico-metodológico da pesquisa fundamentou-se na abordagem de análise do ciclo de políticas de S. Ball (1992, 2009) e suas considerações sobre a interpretação ativa, no contexto local, do discurso das políticas educacionais nacionais.
