Capacities, internal conditions of organization and relationship and their impacts on the coordination of an environment secretariat

Resumo: | Coordination is a challenge for public organizations, as it does not always have the capacity to guide interests towards common goals. In view of this, this work aims to analyze the capacities, the internal conditions of organization and relationship of an Environment Secretariat of a municipality in the West of Pará, with the perspective of deepening the understanding about the challenges of coordination in a public organization in the context Amazonian. To this end, interviews were conducted with managers and employees to capture perceptions and positions about organizational actions. The interviews were analyzed following the principles of content analysis with the aid of textual statistics software. The results obtained show that the organization seeks to fulfill its objectives, however there are limitations in the organization and in the relationship that produces a segregation and reduced flow of information between sectors between functional areas, compromising the coordination process. It is found that the challenges of coordination are not linked only to the characteristics of the bureaucracy, but it permeates the good organization and internal relationship. |

En vista de esto, este objetivos de trabajo para analizar las capacidades, las condiciones internas de la organización y la relación de una Secretaría de Medio Ambiente de un municipio en el oeste de Pará, con la perspectiva de profundizar la comprensión de los desafíos de la articulación en una organización pública en el contexto amazónico. Para ello, se realizaron entrevistas con gerentes y empleados para captar percepciones y posiciones sobre las acciones organizacionales. Las entrevistas se analizaron siguiendo los principios del análisis de contenido con la ayuda de un software de estadística textual. Los resultados obtenidos muestran que la organización busca cumplir con sus objetivos, sin embargo existen limitaciones en la organización y en la relación que produce segregación y un flujo reducido de información entre sectores entre áreas funcionales, comprometiendo el proceso de coordinación. Parece que los desafíos de la coordinación no están vinculados solo a las características de la burocracia, sino que impregna la buena organización y la relación interna.A coordenação é um desafio para as organizações públicas, que nem sempre possuem capacidades para orientar os interesses para objetivos comuns. À vista disso, este trabalho tem por objetivo analisar as capacidades, as condições internas de organização e de relacionamento de uma Secretaria de Meio Ambiente de um município do Oeste paraense, na perspectiva de aprofundar o entendimento acerca dos desafios da coordenação em uma organização pública no contexto amazônico. Para tanto, foram realizadas entrevistas com os gestores e servidores para captar as percepções e posições acerca das ações organizacionais. As entrevistas foram analisadas seguindo-se os princípios de análise de conteúdo com o auxílio de software de estatística textual. Os resultados obtidos mostram que a organização busca cumprir com seus objetivos, no entanto existem limitações na organização e no relacionamento, o que produz uma segregação e reduzido fluxo de informação entre os setores e entre as áreas funcionais, vindo a comprometer o processo de coordenação.
