The public university in Brazil: between academic ideals and government attacks

Resumo: In Brazil, higher education is a diversified level of education, either by the type of institution, by the administrative dependence, by the regional issue or by the agents involved in it. We are interested in demarcating the predominance of private higher education institutions, which are notified of teaching, to the detriment of public higher education institutions, universities with a social function based on the indissociability between teaching, research and extension. Our objective is to discuss the different conceptions of higher education from the public-private dichotomy. This is a theoretical essay, bibliographic research focusing on international guidelines. The academic essay analyzes the emerging antagonisms of the higher education perspectives of the United Nations Educational, Scientific and Cultural Organization (Unesco) and the World Bank, identifies their forms of supply as a relevant marker to understand such dichotomy and highlights the recent scenario of attacks on public universities concomitant with the expansion of the private sector. Thus, we corroborate the theses about the consolidation of the commodification of higher education to the detriment of its universalization through the public university.

Nos interesa en este ensayo demarcar la predominancia de instituciones de enseñanza superior privadas, que se dedican notablemente a la enseñanza en detrimento de las instituciones de enseñanza superior públicas, universidades con función social inspirada en la indisociabilidad entre enseñanza, investigación y extensión. Buscamos discutir las concepciones de enseñanza superior desde la dicotomía pública-privada. Este es un ensayo teórico, de carácter bibliográfico, centrado en las directrices internacionales. Este ensayo tiene como objetivo analizar los antagonismos emergentes de las perspectivas de enseñanza superior de la Organización de las Naciones Unidas para la Educación, la Ciencia y la Cultura (Unesco) y del Banco Mundial, identifica sus formas de oferta como un marcador relevante para comprender tal dicotomía y destaca el escenario reciente de ataques a las universidades públicas concomitantes a la expansión del sector privado. Corroboramos de esa manera, las tesis alrededor de la consolidación de la mercantilización de la enseñanza superior en detrimento de su universalización por lo medio de la universidad pública.No Brasil o ensino superior constitui um grau diversificado, seja pelo tipo de instituição, sua dependência administrativa, pela questão regional ou pelos agentes envolvidos. Interessa-nos demarcar a predominância de instituições de ensino superior privadas, dedicadas notadamente ao ensino, em detrimento das instituições de ensino superior públicas, universidades com função social pautada na indissociabilidade entre o ensino, a pesquisa e a extensão. Procuramos discutir as concepções de ensino superior a partir da dicotomia público-privado. Este é um ensaio teórico, de natureza bibliográfica com foco em orientações internacionais. O presente ensaio analisou os antagonismos emergentes das perspectivas de ensino superior da Organização das Nações Unidas para a Educação, a Ciência e a Cultura (Unesco) e do Banco Mundial, identifica as suas formas de oferta como um marcador relevante para compreender tal dicotomia e destaca o cenário recente de ataques às universidades públicas concomitantes à expansão do setor privado.
