Social Security in Brazil: a socioeconomic analysis of the Proposed Amendment to the Constitution 287

Resumo: | Social Security in Brazil is administered by the Labor Ministry, mainly sustained by contributions to the National Institute of Social Security (INSS). The Social Security Reform presents itself as a proposal to amend the Constitution (PEC 287/2016), which has been in progress since 2016, proposing drastic changes in the Brazilian social security system, remodeling the rules for retirement, due to the increasing reduction of the working population. The reform, however, presents questionable points regarding its effectiveness, as well as may trigger, in the future, an increase in the poverty rate among the elderly. The present work aims to perform a critical analysis involving the current context through some expert opinions, generating a reflection and helping to deepen the knowledge before the proposal of government reform. It is concluded, then, that the solution is not to cut costs, but to invest in vocational training, education and innovation. Thus, income to cover Social Security spending will come from an active working population, increasing the country's productivity. |

La Reforma de la Seguridad Social se presenta como una propuesta para enmendar la Constitución (PEC 287/2016), que ha estado en curso desde 2016, proponiendo cambios drásticos en el sistema de seguridad social brasileño, remodelando las reglas de jubilación, debido a la creciente reducción de La población trabajadora. La reforma, sin embargo, presenta puntos cuestionables con respecto a su efectividad, y puede desencadenar, en el futuro, un aumento en la tasa de pobreza entre los ancianos. El presente trabajo tiene como objetivo realizar un análisis crítico que involucra el contexto actual a través de algunas opiniones de especialistas, generando así una reflexión y auxiliando en la profundización del conocimiento ante la propuesta de reforma del gobierno. Se concluye, entonces, que la solución no es reducir costos, sino invertir en formación profesional, educación e innovación. Por lo tanto, los ingresos para cubrir los gastos de la Seguridad Social provendrán de una población activa, lo que aumentará la productividad del país.De competência do poder público, a Previdência Social no Brasil é administrada pelo Ministério do Trabalho, sustentada, principalmente, pelas contribuições ao Instituto Nacional do Seguro Social (INSS). A Reforma Previdenciária se apresenta como uma proposta de emenda à Constituição (PEC 287/2016), em tramitação desde 2016, propondo drásticas alterações no sistema previdenciário brasileiro, remodelando as regras para aposentadoria, em virtude da crescente redução da população trabalhadora ativa. A reforma apresenta, porém, pontos questionáveis em relação à sua eficácia, assim como pode desencadear, no futuro, um aumento no índice de pobreza entre os idosos. O presente trabalho objetiva realizar uma análise crítica envolvendo o contexto atual através de algumas opiniões de especialistas, gerando assim uma reflexão e auxiliando no aprofundamento do conhecimento diante a proposta de reforma do governo. Conclui-se, então, que a solução não é cortar gastos, mas investir em formação profissional, educação e inovação.
