Democratic control in the construction of the State Plan for Human Rights Education (PEDH): An experience of the state of São Paulo

Resumo: This experience report will analyze the participatory and democratic process in the formulation of the State Plan for Human Rights Education in the State of São Paulo. The route was initiated by the State Council of the Human Person (Condepe), in 2017, it counted on State organs, social movements and civil society organizations involved in the area of human rights. Democratic control in the construction of the human rights education policy, in particular, the experience of the State of São Paulo, demonstrated the organizational and political capacity of the Condepe and the social movements in coordinating this intervention and enabled us to know the viability of the policy, existing disputes in the field of human rights education and the challenges of the national context, with regard to the regression of rights. The State of São Paulo was the third state in the federation to plan an action that would place human rights education on the political scene, in a controversial context and the withdrawal of social, political, economic and cultural rights. We can say that the transversal nature of the debate and the joining of political forces marked the path of this movement. The project of an emancipatory education proved to be viable, as a political learning, considering that there are no objective administrative and political conditions for its implementation, but there is a space at Condepe, to continue to tension this right, through the organization civil society and dialogue with the organs of the justice system.

O percurso foi desencadeado pelo Conselho Estadual da Pessoa Humana (Condepe), em 2017, contou com órgãos de Estado, movimentos sociais e organizações da sociedade civil envolvidos com a área dos direitos humanos. O controle democrático na construção da política de educação em direitos humanos, em particular, a experiência do Estado de São Paulo, demonstrou a capacidade organizativa e política do Condepe e dos movimentos sociais na coordenação dessa intervenção e nos possibilitou conhecer a viabilidade da política, das disputas existentes no campo da educação em direitos humanos e os desafios da conjuntura nacional, no que se refere à regressão de direitos. O Estado de São Paulo foi o terceiro Estado da federação a planejar uma ação que colocasse a educação em direitos humanos na cena política, em um contexto controverso e de retirada dos direitos sociais, políticos, econômicos e culturais. Podemos afirmar que a transversalidade do debate e a junção de forças políticas marcaram o percurso desse movimento.
