Organizational Capacity for Change in the Public Sector

Resumo: | The objective of this article is to understand the reflexes of attitudes towards the change of servers on the organizational capacity for change in the Secretary of Finance, municipality of Santana do Livramento/RS. It refers to a research of an applied nature, qualitative approach, exploratory and descriptive character regarding the procedures, based on a case study. Data collection was carried out through interviews with operational and tactical employees. In data analysis, content analysis was used. The data revealed regarding transformational changes that the flow of information and the existence of strategy are factors that make changes difficult. As for coalitions and the turmoil in the external environment, these proved to be stimulators of change. Regarding transactional factors, the autonomy of units and people, group work and bureaucracy were positive, facilitating the change process. With regard to direction, flexibility and trust in managerial performance, evidence suggests dissatisfaction with professional appreciation and dialogue. Regarding the attitudes that characterize the behavior of the individual, the evidence suggests attitudes of acceptance. The study lists data regarding factors that influence the processes of change, allowing the elaboration of organizational strategies. |

Se refiere a una investigación de naturaleza aplicada, enfoque cualitativo, carácter exploratorio y descriptivo cuanto a los procedimientos, basándose en un estudio de caso. La colecta de datos fue realizada a partir de entrevistas con los funcionarios operacionales y tácticos. En el análisis de los datos se utilizó el análisis de contenido. Los datos revelaron a respecto de los cambios transformacionales que el flujo de información y la existencia de estrategia son factores que dificultan los cambios. Ya cuanto a las coaliciones y la turbulencia en el ambiente externo, estos se demostraron estimuladores de los cambios. En relación a los factores de transacción, la autonomía de unidades y personas, el trabajo en grupo y la burocracia fueron positivos, facilitando el proceso de cambio. A lo que se refiere a la dirección, flexibilidad y la confianza en la actuación general, las evidencias sugieren insatisfacción cuanto a la valoración profesional y el dialogo. Referente a las actitudes que caracterizan el comportamiento del individuo, las evidencias sugieren actitudes de aceptación. El estudio enumera datos referentes a factores que influyen en los procesos de cambio, permitiendo la elaboración de estrategias organizacionales.O objetivo deste artigo é compreender os reflexos das atitudes frente à mudança dos servidores sobre a capacidade organizacional para mudança na Secretaria da Fazenda, município de Santana do Livramento/RS. Refere-se a uma pesquisa de natureza aplicada, abordagem qualitativa, caráter exploratório e descritiva quanto aos procedimentos, baseando-se em um estudo de caso. A coleta de dados foi realizada a partir de entrevistas com os funcionários operacionais e táticos. Na análise dos dados utilizou-se a análise de conteúdo. Os dados revelaram a respeito das mudanças transformacionais que o fluxo de informação e a existência de estratégia são fatores que dificultam as mudanças. Já quanto às coalizões e a turbulência no ambiente externo, estes se demonstraram estimuladores das mudanças. Em relação aos fatores transacionais, a autonomia de unidades e pessoas, o trabalho em grupo e a burocracia foram positivos, facilitando o processo de mudança. Já no que se refere a direção, flexibilidade e a confiança na atuação gerencial, as evidências sugerem insatisfação quanto a valorização profissional e o diálogo. Referente às atitudes que caracterizam o comportamento do indivíduo, as evidências sugerem atitudes de aceitação.
