Governança pública: trajetória da administração pública na Bahia entre 1989 a 2014

Resumo: Approached in various theoretical forms, but without an efficient practice, the Public Administration is conceptually linked to its legally constituted structure of the State, its formation of the organs, its secretariats (be it middle or end). Public administration represents an understanding of the fulfillment of an end that uses materials and people to achieve their goals, in order to provide services to citizens. The idea of public governance is usually associated with politics, economics, administration, law or the environment. The dimensions of public governance brings an aspect of understanding in which the citizen is the financier of the State through the payment of taxes, giving the idea of movement for the participation of the citizen in this public context, being the rupture and overcoming of the bureaucratic model plastered . The Keynesian economic orientation, the strong redistributive and compensatory capacity, which expanded the range of social policies and the number of people affected, and in the administrative scope, a Weberian bureaucratic model, where action should always be related to ends, with a public rationality And a private one in his model. The Brazilian public bureaucracy and the administration for development, which was to make the public sectors effective, meritocratic and impersonal. Keynesianism was in favor of the welfare state, where public spending should boost the economy, especially in times of recession. The theoretical neoliberal utopianism functioned only as a system of justification and legitimation to achieve this end. But when neoliberal principles conflict with the need to restore elite power, these principles are abandoned or distorted. The most important characteristic of neoliberalism is not the absence of State, it is precisely a policy carried out through the State to restore the power of a class. The State of Bahia has 417 municipalities, with a territorial extension of 564,733,177 km, with a population estimated, in 2013, of 15,044,127 inhabitants. The Bahian economy is divided into primary, secondary and tertiary sectors. Structuralism is a method that analyzes the dynamic and totalizing structures of reality in a reconciliation between theory and practice. Thus, the problem or the central questioning of this thesis emerges: Do the modifications of the structures of the Secretariats of the State of Bahia, from the State Constitution from 1989 to 2014, signal the evolution towards a public governance focused on serving the interests of the population? The general objective of this work is to analyze the evolution of public governance through the different periods of government after the restructuring of the Secretariats of the State of Bahia, from 1989 to 2014, regarding the management tools used to modernize state structures in Interests of its citizens. The analysis of contents, summarization and analysis of structural similarity of the public acts were done: Law, Decree, Resolution, Deliberation, thus generating historical elements of the structure that make up each State Secretariat. It can be said that the structure of the State has been modified and reorganized, always aiming for greater efficiency of its actions (ie to meet the demands of its own structure or interest), and is not effective (it does not direct its efforts to Interest of the population).

A administração pública representa um entendimento de cumprimento de um fim que utiliza materiais e pessoas para alcançar seus objetivos, com a finalidade de prestar serviços aos cidadãos. A ideia de governança pública normalmente está associada à política, economia, administração, direito ou meio ambiente. As dimensões de governança pública traz um aspecto de entendimento em que o cidadão é o financiador do Estado por meio do pagamento de impostos, dando a ideia de movimento para a participação do cidadão, nesse contexto público, sendo a ruptura e superação do modelo burocrático engessado. A orientação econômica keynesiana, a forte capacidade redistributiva e compensatória, que ampliou o leque de políticas sociais e o número de pessoas atingidas, e no âmbito administrativo, um modelo burocrático weberiano, onde a ação deverá ser sempre referente a fins, havendo uma racionalidade pública e uma privada em seu modelo. A burocracia pública brasileira e à administração para o desenvolvimento, ao qual cabia tornar os setores públicos eficazes, meritocráticos e impessoais. O keynesianismo era favorável ao Estado de bem-estar social, onde os gastos públicos devem impulsionar a economia, especialmente em tempos de recessão. O utopismo teórico neoliberal funcionou apenas como um sistema de justificação e de legitimação para alcançar esse fim. Mas quando os princípios neoliberais conflitam com a necessidade de restaurar o poder da elite, esses princípios são abandonados ou distorcidos. A característica mais importante do neoliberalismo não é a ausência de Estado, é justamente uma política realizada através do Estado para restaurar o poder de uma classe. O Estado da Bahia possui 417 municípios, com uma extensão territorial de 564.733,177 km, com uma população estimada, em 2013, de 15.044.127 habitantes. A economia baiana está dividia em setor primário, secundário e terciário. O estruturalismo é um método que analisa as estruturas dinâmica e totalizante da realidade, numa conciliação entre a teoria e a prática. Assim emerge o problema ou o questionamento central desta tese: As modificações das estruturas das Secretarias do Estado da Bahia, a partir da Constituição Estadual de 1989 até 2014, sinalizam a evolução para uma governança pública voltada para atendimento aos interesses da população? O objetivo geral deste trabalho é analisar a evolução da governança pública, mediante os diferentes períodos de governo após a reestruturação das Secretarias do Estado da Bahia, de 1989 até 2014, quanto aos instrumentos de gestão utilizados para a modernização das estruturas do Estado em atendimento aos interesses dos seus cidadãos. Foram feitas as análises de conteúdo, sumarização e análise de similitude estrutural dos atos públicos: Lei, Decreto, Deliberação, Resolução, gerando assim elementos históricos da estrutura que compõem cada Secretaria Estadual.
