Structural violence, right to health and Covid-19

The objective of the research is to investigate the relationship between structural violence in the field of public health and its reflection in the confrontation of the pandemic by Covid-19, which is why the problematic of the study is to clarify the connection between the historical process of unsatisfactory realization of public health policies since 1988 and its unfolding in the context of the health emergency faced by Brazil. The survey used the deductive method, being descriptive-exploratory as procedure and the techniques of bibliographic and documentalresearch. The results of the research showed that there are public health policies, but still short of the minimum requirements and can be observed by the lack of hospital beds, for example; and there is a lack of resources for application in public policies, being demonstrated constitutional changes for this purpose as the Constitutional Amendments No. 86/2015 and No. 95/2016. Thus, it was concluded that the State collaborates, by incompetence or choice, to promote structural violence in the field of health, due to the lack of services and the reduction of resources.
