Resumo: Before the implementation of the Unified Health System (SUS), access to healthservices had only to those who could pay and who had assistance provided by theNational Social Security Institute, excluding the needy citizens and the self-employed.The first sanitary movements that changed this paradigm occurred among othermunicipalities in Montes Claros, Minas Geraiswhich was pilot implementation ofalternative models of health care contributing to the unification of the Ministry ofHealth and INAMPS and the consequent creation of the SUS.
