POLITICAL REPRESENTATION AND DEMOCRACY:: black underrepresentation in the Chamber of Deputies in the 2018 election.

Resumo: Reflecting on how the black population in Brazil is underrepresented in the Chamber of Deputies is a way of analyzing one of the possible manifestations of racism in Brazilian society, since the Brazilian political field is not a direct reflection of what the population in general would be like. based on race/color. The purpose of this article is to discuss the under-representation of black men/black women in the 2018 elections for the 56th legislature in the Chamber of Deputies. In order to carry out the article, a literature review on racism and political representation and under-representation was used, as well as the mobilization of secondary data on race/color in Brazil and elements of the deputies' profile. For this purpose, statistics on society and the electorate are presented to enable the comparison between that and the composition of an important place of power in institutional politics. Underrepresentation is linked to several factors, such as social class, gender and education, which are fundamental points for the construction of this discussion about the number of elected candidates. Upon completion of the work, it was noticed that black men and women are under-represented in the Chamber of Deputies and this condition is even more marked in representatives of the Southeast and South regions of the country.

El propósito de este artículo es discutir la subrepresentación de hombres negros/mujeres negras en las elecciones de 2018 para la 56ª legislatura en la Cámara de Diputados. Para la realización del artículo, se utilizó una revisión bibliográfica sobre racismo y representación y subrepresentación política, así como la movilización de datos secundarios sobre raza/color en Brasil y elementos del perfil de los diputados. Para ello, se presentan estadísticas sobre la sociedad y el electorado que permitan compararlo con la composición de un importante lugar de poder en la política institucional. La subrepresentación está ligada a varios factores, como la clase social, el género y la educación, que son puntos fundamentales para la construcción de esta discusión sobre el número de candidatos electos. Al finalizar el trabajo, se percibió que los hombres y mujeres negros están subrepresentados en la Cámara de Diputados y esta condición es aún más marcada en los representantes de las regiones del Sureste y Sur del país.Refletir sobre como a população negra no Brasil se encontra sub-representada na Câmara dos Deputados é uma forma de analisar uma das manifestações possíveis do racismo na sociedade brasileira, visto que o campo político brasileiro não é um reflexo direto do que seria a população no geral no critério de raça/cor.  O objetivo deste artigo é discutir a sub-representação de negros/negras nas eleições de 2018 para o exercício da 56a legislatura na Câmara dos Deputados. Para a realização do artigo foi utilizada a revisão de literatura sobre racismo e representação política e sub-representação e a mobilização de dados secundários sobre raça/cor no Brasil e elementos do perfil dos deputados.  Nesse propósito, apresenta-se estatísticas sobre a sociedade e o eleitorado para possibilitar a comparação entre àquela e a composição de um importante lugar de poder na política institucional. A sub-representação está ligada a diversos fatores, como, classe social, gênero e escolaridade, pontos estes fundamentais para a construção dessa discussão acerca dos números de candidatos eleitos.
