Sustainable rural development policies to Uruguayan family farming in the face of covid-19

Resumo: The article aims to review public policies for sustainable rural development for Uruguayan family farming in two particular moments: consolidated (contemporary) and under discussion (primordial) policies, in addition to policies that emerged as a result of the covid-19 (ephemeral). For this, official data and cross-sectional readings were used in academic publications. In contemporary policies stand out the norms of agriculture, microcredit, public purchases, harmlessness, gender, young people, technical assistance, decentralization of policies, valorization of production, emergency and development fund; in primordial policies, food and nutrition security, school feeding, agroecology, agriculture stamp and gender equity; and in ephemeral policies, the Covid-19 Solidarity Fund, We Are With You and the Solidarity Camp Project. Uruguay has been building solid policies for rural families, however, during the health emergency there was no institutional innovation. The trajectory of the policies is relevant to living with the covid-19, meantime the pandemic provided a “conceptual window of opportunity”, explained by the exploration of the productive potential, conservation of natural resources, consumption of natural foods and commercialization in short circuits, enhancing the circular economy. The sustainable rural development of family farming is an irreversible and indispensable path... Let's get on with it.

Let's get on with it.El artículo tiene como objetivo revisar las políticas públicas de desarrollo rural sostenible para la agricultura familiar uruguaya en dos momentos particulares: las políticas consolidadas (contemporáneas) y en discusión (primordiales), además de las políticas surgidas como resultado de la covid-19 (efímeras). Para eso, se utilizaron datos oficiales y lecturas transversales en publicaciones académicas. En las políticas contemporáneas se destacan la normativa de la agricultura, microcrédito, compras públicas, seguridad, género, jóvenes, asistencia técnica, descentralización de políticas, valorización de la producción, fondo de emergencia y desarrollo; en las políticas primordiales, seguridad alimentaria y nutricional, alimentación escolar, agroecología, sello de la agricultura y equidad de género; y, en las políticas efímeras, Fondo de Solidaridad Covid-19, Estamos Contigo y Proyecto Campo Solidario. Uruguay viene construyendo políticas sólidas para las familias rurales, sin embargo, durante la emergencia sanitaria no hubo innovación institucional. La trayectoria de las políticas es relevante para la convivencia con la covid-19, pero la pandemia brindó una “ventana de oportunidad conceptual”, explicada por la explotación del potencial productivo, conservación de los recursos naturales, consumo de alimentos naturales y comercialización en circuitos cortos, potencializando la economía circular. El desarrollo rural sostenible de la agricultura familiar es un camino irreversible e imprescindible... Vayamos adelante.O artigo tem como objetivo revisar as políticas públicas de desenvolvimento rural sustentável à agricultura familiar uruguaia em dois momentos particulares: as políticas consolidadas (contemporâneas) e em discussão (primordiais), além das políticas que surgiram em decorrência da covid-19 (efêmeras). Para isso, utilizaram-se dados oficiais e leituras transversais em publicações acadêmicas. Nas políticas contemporâneas destacam-se a normativa da agricultura, microcrédito, compras públicas, inocuidade, gênero, jovens, assistência técnica, descentralização das políticas, valorização da produção, fundo de emergência e de desenvolvimento; nas políticas primordiais, a segurança alimentar e nutricional, alimentação escolar, agroecologia, selo da agricultura e equidade de gênero; e, nas políticas efêmeras, o Fundo Solidário Covid-19, Estamos Contigo e o Projeto Campo Solidário. Uruguai vem construindo políticas sólidas às famílias rurais, contudo, durante a emergência sanitária não se constatou uma inovação institucional. A trajetória das políticas é relevante para a convivência com a covid-19, porém a pandemia proporcionou uma “janela de oportunidade conceitual”, explicado pela exploração do potencial produtivo, conservação dos recursos naturais, consumo de alimentos naturais e comercialização em circuitos curtos, potencializando a economia circular. O desenvolvimento rural sustentável da agricultura familiar é um caminho irreversível e imprescindível...
