Resumo: Brazilian federalism is historically centralized, with decision-making concentrated in the federal orbit, making the cooperative federalism provided in the constitutional text a symbolic legislation. With the pandemic and the judgment of the ADI 6341, which enabled subnational entities to act in the fight against coronavirus, this reality underwent institutional transformations. This article, therefore, aims to investigate what are the factors that drive these changes, in what sense they occur and what is the role of ADI 6341 in this political-institutional reality. Through a qualitative analysis, focused on bibliographic and documentary research, it was possible to perceive that ADI 6341 acted institutionally in strengthening national federalism, boosting Brazilian political decentralization in the fight against the COVID-19 pandemic.
