ANALYSIS OF THE EFFICIENCY OF INVESTMENTS IN EDUCATION, HEALTH AND URBANISM IN THE SEMIARNED OF THE STATE OF RIO GRANDE DO NORTE

Resumo: This study has as main problem investigate the degree of efficiency and quality in the public expenditures on education, health and urbanism of the 59 municipalities of the Semi-arid state of Rio Grande do Norte and list possible ways to solve the problem. For that, the methodology of Data Envelopment Analysis [DEA] was adopted. The main results indicate a worrying degree of inefficiency in the management of public resources. Specifically, it was found that on average 70% of the resources allocated to the respective areas are wasted. In addition, approximately nine out of ten municipalities inadequately apply resources in education, health and urban planning. Additionally, it is verified that only 10% of the municipalities, that is, six of them were considered efficient in the management of these resources. The five worst observed results occurred respectively in Rafael Godeiro, João Dias, Porto do Mangue, Taboleiro Grande and Viçosa. Where the average level of productive inefficiency was around 67%. Another important finding shows that 25.42% of the municipalities analyzed waste at least half of their resources. Of these, only 1/5 has a population of over 10,000 inhabitants. On the other hand, 73.33% of the analyzed municipalities that waste in the best of the hypotheses half of the resources destined to the mentioned areas have population less than 4,000 inhabitants. This characterization brings strong evidence that these localities are working with increasing returns to scale. That is, they operate their services below the optimum capacity of production. A possible solution to the problem could be the joint provision of education, health and urban planning services.

Este estudio tiene como principal problema investigar el grado de eficiencia y calidad en los gastos públicos en educación, salud y urbanismo de los 59 municipios del Semiárido del estado de Rio Grande do Norte y elencar posibles caminos en la resolución del problema. Para ello, se adoptó la metodología de Análisis Envoltorio de Datos – [DEA]. Los principales resultados informan un preocupante grado de ineficiencia en la gestión de los recursos públicos. En concreto, se constató que en promedio el 70% de los recursos destinados a las respectivas áreas son desperdiciados. Además, se verifica que aproximadamente nueve de cada diez municipios aplican inadecuadamente recursos en educación, salud y urbanismo. Además, se observa que sólo el 10% de los municipios, es decir, seis de ellos se consideraron eficientes en la gestión de esos recursos. Los cinco peores resultados observados ocurrieron respectivamente en Rafael Godeiro, João Dias, Porto do Mangue, Taboleiro Grande y Viçosa. Donde el nivel medio de ineficiencia productiva se situó en torno al 67%. Otro importante hallazgo muestra que el 25,42% de los municipios analizados pierden al menos la mitad de sus recursos. De ellos, sólo 1/5 tiene población por encima de 10.000 habitantes. Por otro lado, el 73,33% de los municipios analizados que desperdician en el mejor de los casos la mitad de los recursos destinados a las mencionadas áreas tienen una población inferior a 4.000 habitantes. Esta caracterización trae fuertes evidencias de que en esas localidades se trabaja con rendimientos crecientes de escala. Es decir, operan sus servicios por debajo de la capacidad óptima de producción. Una posible solución al problema podría ser la oferta conjunta de servicios de educación, salud y urbanismo. Esse estudo tem como principal problema investigar o grau de eficiência e qualidade nos gastos públicos em educação, saúde e urbanismo dos 59 municípios do Semiárido do Estado do Rio Grande do Norte e elencar possíveis caminhos na resolução do problema. Para tanto, adotou-se a metodologia de Análise Envoltória de Dados [DEA]. Os principais resultados informam um preocupante grau de ineficiência na gestão dos recursos públicos. Especificamente, apurou-se que em média 70% dos recursos destinados às respectivas áreas são desperdiçados. Além disso, verifica-se que aproximadamente nove em cada dez municípios aplicam inadequadamente recursos em educação, saúde e urbanismo. Adicionalmente, verifica-se que apenas 10% dos municípios, isto é, seis deles foram considerados eficientes na gestão desses recursos. Os cinco piores resultados observados ocorreram respectivamente em Rafael Godeiro, João Dias, Porto do Mangue, Taboleiro Grande e Viçosa. Onde o nível médio de ineficiência produtiva ficou em torno de 67%. Outro importante achado mostra que 25,42% dos municípios analisados desperdiçam no mínimo metade dos seus recursos. Destes, somente 1/5 tem população acima de 10.000 habitantes. Por outro lado, 73,33% dos municípios analisados que desperdiçam na melhor das hipóteses metade dos recursos destinados as mencionadas áreas possuem população inferior a 4.000 habitantes. Essa caracterização traz fortes evidências de que nessas localidades trabalha-se com rendimentos crescentes de escala.
