Complex Projects: A Case Study on Telecommunication Engineering Projects Complexity in an Oil And Gas Company

Resumo: | The topic of the research is complex projects management. The study of complexity of projects emerges as traditional approaches become obsolete or ineffective. This research objective is to identify the factors that influence the complexity of the projects developed by the company. In order to accomplish the research, theoretical and structural fundamentals of complex projects were reported. This descriptive exploratory research was conducted through a case study in a telecommunication projects sector of a Brazilian oil and gas company. Interview, observation and research documents were used as instruments for data collection. Data analysis was based on theoretical framework of project management and dimensions proposed by Geraldi, Maylor and Williams (2011): structural complexity, uncertainty, dynamic complexity, pace and sociopolitical complexity. The survey found that dimensions of complexity act simultaneously and are interdependent. It was evidenced that several factors influence the complexity of the projects, such as the efficiency of the organization and the autonomy of the project manager. We conclude that the theory of complex projects offers an alternative view to traditional approaches project management. |

A teoria dos projetos complexos surge na medida em que as abordagens tradicionais se tornam obsoletas ou ineficazes. Compreender os fatores de complexidade dos projetos permite o desenvolvimento de soluções adequadas aos problemas enfrentados. Neste sentido, a pesquisa objetivou a identificação dos fatores que influenciam a complexidade dos projetos desenvolvidos pela organização em estudo. Para realização da pesquisa, buscou-se levantar os fundamentos teóricos e estruturais acerca da dos projetos complexos. A pesquisa se desenvolveu por meio de um estudo de caso em uma organização responsável por implementar projetos de telecomunicações em uma empresa do setor de óleo e gás. A pesquisa foi predominantemente classificada como exploratória descritiva. Como instrumentos para coleta de dados, foram realizadas entrevistas semiestruturadas, observação participante e pesquisa documental. Para avaliação dos dados coletados, baseou-se no referencial teórico levantado sobre gestão de projetos e nas dimensões de complexidade dos projetos proposta por Geraldi, Maylor and Williams (2011): complexidade estrutural, incerteza, complexidade dinâmica, ritmo e complexidade sociopolítica. A pesquisa constatou que as dimensões de complexidade agem simultaneamente e são interdependentes. Verificou-se, também, que diversos fatores influenciam a complexidade dos projetos estudados. Conclui-se que a teoria dos projetos complexos oferece uma visão alternativa às abordagens tradicionais de gestão de projetos.
