Challenges in adopting agile project management methodologies in brazilian public sector: a case study of Paraná state revenue service

Resumo: Governments have faced social and political pressures to improve their performance, and project management is a tool that can support meeting those demands. Traditional project management methods seem to increase failure risks, which can be mitigated through agile methodologies. However, the adoption of such methodologies by the Brazilian public sector is still timid. The aim of this study is to examine the use of agile methodologies in the Brazilian public sector and to identify its main challenges. The research was performed through a case study of an agile project conducted by the Paraná State Revenue Service. In addition to observation and document analysis, a structured questionnaire was applied. First, we sought to extract the interviewees' perceptions about agile, regarding their positive or negative impact on the project's performance. Then, the main problems and challenges for the adoption of agile methodologies in public sector were presented, in order to identify the most critical ones. The results indicate that (1) the biggest obstacles faced are the problems regarding deadlines, team’s lack of knowledge and experience on the agile methodology, uncertainties about sponsors roles and aspects related to communication in the project; and (2) suggest that the Scrum and Kanban approaches improve success’ chances. This paper contributes to research on agile practices in public sector, and supports its practitioners in facing the most relevant challenges.

Os métodos tradicionais de gerenciamento de projetos aparentam potencializar alguns riscos de insucesso, que podem ser mitigados por meio de metodologias ágeis. Entretanto, a adoção dessas metodologias pela administração pública brasileira ainda é tímida. Neste contexto, o presente estudo tem por objetivo verificar a aplicabilidade das metodologias ágeis no setor público brasileiro e identificar seus maiores desafios. A pesquisa foi realizada por meio de um estudo de caso de um projeto ágil conduzido pela Receita Estadual do Paraná. Além de observação e análise documental, aplicou-se um questionário estruturado. Primeiramente, buscou-se extrair as percepções dos entrevistados sobre as técnicas ágeis quanto ao seu impacto positivo ou negativo no desempenho do projeto. Em seguida, foram apresentados os principais problemas e desafios para a adoção de metodologias ágeis no setor público, procurando identificar os mais críticos. Os resultados do estudo (1) indicam que as maiores dificuldades enfrentadas são os problemas com relação aos prazos, a falta de conhecimento e experiência da equipe sobre a metodologia, as incertezas sobre o papel dos patrocinadores e aspectos relacionados à comunicação no projeto, e (2) sugerem que as abordagens Scrum e Kanban melhoraram as perspectivas de sucesso do projeto.
