Voluntary Transfers from the Nation to Brazilian Municipalities: Identification of Correlations between Variables

Resumo: Voluntary transfers from the higher entities to municipal entities in Brazil is has a relevant discretionary nature, and the management of these projects gives rise to the analysis of multiple variables present in this scenario. Thus, this study aims to identify correlations between the number of resources from voluntary transfers effectively transferred, either via parliamentary amendment or not, to the Brazilian municipalities, regarding proposals registered in 2012, considering variables such as the number of voters by state, number of mayors who give support to the federal government, amount of federal deputies of the alliance and the Human Development Index. In this research quantitative research we used the documentary research method, using official data from the federal government.  As main results were found a correlation between the volume of resources released and the concentration of voters, as well as between the volume of resources released, and the party affiliation of the mayors who requested these resources.

Assim, este estudo tem por objetivo identificar correlações entre o volume de recursos provenientes de transferências voluntárias efetivamente repassadas, seja via emenda parlamentar ou não, para os municípios brasileiros, referente a propostas cadastradas no ano de 2012 e variáveis como a quantidade de eleitores por estado, quantidade de prefeitos da base aliada ao governo federal, quantidade de deputados federais da base aliada e o Índice de Desenvolvimento Humano.
