RESUMOO deslocamento de pessoas ao redor do mundo não é recente. Ele remonta desde a Antiguidade. São muitas as razões que levam o indivíduo a se deslocar de um país a outro: conflitos armados, problemas de natureza econômica, perseguições étnicas, religiosas, políticas etc. Atualmente, evidencia-se que a matéria tem previsão no plano interno e no internacional. Todavia, dados os frequentes problemas que tocam a temática e o crescimento do número de pessoas que se deslocam para outros países, no momento atual, é imperioso discutir o instituto jurídico do refúgio à luz dos direitos humanos.Palavras-chave: Instituto do Refúgio; Direitos Humanos; Refugiados.ABSTRACTThe movement of people around the world is not a current phenomenon. It dates from antiquity. There are many reasons why people move from one country to another: armed conflicts, economical problems, ethnic, religious and political persecution, etc. Currently it is evident that the matter is scheduled at the internal level and at the international one. However, by the frequent problems that touch the subject and the growing number of people moving to other countries nowadays, it is imperative to discuss the legal institution of refuge under the perspective of human rights.Keywords: Refuge Institute; Human rights; Refugees.
