Resumo: The research analyzes the mercantilization process of public education, through public-private partnerships in the western region of Paraná, encompassing the influence of the private sectors, in the educational ambit and interests of the State in using the offered practice. In the search for the management of Brazilian education, public-private partnerships are announced as possibilities for improving education, In the search for management of Brazilian education, public-private partnerships are announced as possibilities for improving education, as a quality education proposal, presenting, however, private logic as a viable and necessary alternative. In this direction, this research had the following problem: to what extent the public-private partnership between municipalities of the western region and SICREDI interfere in the public basic education of these municipalities through the program "A União Faz A Vida," in the training dimensions of teachers and students? As a general objective, it aimed to analyze the mercantilization process of education through public-private partnerships in education in the western region of Paraná. Three specific objectives were listed, namely: a) Understanding private practice and its interventions in public education, starting with the State Reform of 1990; b) to identify relations and interests regarding the role of the State in relation to public private partnerships in education; and c) Analyze the presence of SICREDI Foundation in the western region of the state of Paraná. To this end it is a qualitative approach study, with bibliographic and documentary research with the bibliographic survey on the practice of private initiative, acting in the public sector, as well as the verification of categories related to the structuring of public-private partnerships. The study has its analysis oriented from the State Reform of the 1990s, as well as the interventions of the World Bank for the consolidation of public-private partnerships. Considering the process of economic, cultural, social, political and ideological transformation present in the society of the late 20th century, which demonstrate the ability to reconfigure capital through the production force, we refer to models such as the SICREDI Foundation. Among the municipalities of the western region of Paraná, we select seven, in which the Foundation is present. We analyze the gear that accentuates the process of structuring the Foundation's partnerships with municipalities, as well as its interests in firming and maintaining them. It was possible to observe the inseparability of the relationship between public and private, and now the private dimension is defined and implemented as public policy. The SICREDI Foundation indirectly appropriates public resources, using the school structure of the municipalities, as well as the working time of the teachers who develop the program in the schools, establishing an inductive relationship of activities focused on the aspect of supply and management.

Na busca pelo gerenciamento da educação brasileira, as parcerias público-privadas são anunciadas como possibilidades para a melhoria do ensino, como uma proposta de educação de qualidade, apresentando, entretanto, a lógica privada como alternativa viável e necessária. Nessa direção, esta pesquisa teve o seguinte problema: em que medida a parceria público-privado entre municípios da região oeste e SICREDI interferem na educação básica pública desses municípios por meio do programa “A União Faz A Vida”, nas dimensões de formação de professores e alunos? Como objetivo geral, visou analisar o processo de mercantilização da educação por meio das parcerias público-privadas na educação da região oeste do Paraná. Foram elencados três objetivos específicos, sendo: a) Compreender a prática do privado e suas intervenções na educação pública, a partir da Reforma do Estado de 1990; b) Identificar as relações e interesses quanto ao papel do Estado diante das parcerias público-privadas na educação; e c) Analisar a presença da Fundação SICREDI na região oeste do estado do Paraná. Para tanto trata-se de um estudo de abordagem qualitativa, com pesquisa bibliográfica e documental com o levantamento bibliográfico sobre a prática da iniciativa privada, agindo no setor público, bem como a verificação de categorias relacionadas à estruturação das parcerias público-privadas. O estudo tem sua análise orientada a partir da Reforma do Estado dos anos 1990, assim como as intervenções do Banco Mundial para a consolidação das parcerias público-privadas. Considerando o processo de transformação econômica, cultural, social, política e ideológicas presentes na sociedade do final do século XX, que demonstram a capacidade de reconfiguração do capital através da força de produção, referenciamos modelos como a Fundação SICREDI. Entre os municípios da região oeste do Paraná, selecionamos sete, nos quais a Fundação está presente. Analisamos a engrenagem que acentua o processo de estruturação das parcerias da Fundação com os municípios, assim como seus interesses em firmá-las e mantê las. Foi possível observar a indissociabilidade da relação entre público e privado, sendo agora, a dimensão privada definida e executada como política pública.
