Anticolonial geopolitics in the trans-scalarity of the indigenous struggle

Resumo: The paper analyzes the trans-scalarity of the indigenous struggles on the basis of the idea that spatial strategies and tactics with political goals of the Brazil’s indigenous people’s movement are an example of what we call the anticolonial geopolitics promoted by indigenous peoples. In the first part, we offer a critical bibliographic survey of the literature on geopolitics, in whose context we identify two perspectives: state-centric and state-critical geopolitics (anticolonial geopolitics being a strand of the latter). Afterwards, we analyze the politics of scale of the indigenous movement in Brazil, emphasizing on the Lower Tapajós river region, in the state of Pará, and the multi-scalar web of indigenous organizations, from village to APIB (“national”) to COICA (“transnational” in relation to the Amazon Watershed). We have highlighted trips and interventions by Brazilian indigenous activists in forums and other instances of global reach and the evidence of “return” of this trans-statal publicity for the struggle in ancestral territories. After that, we have discussed how the environmental issue acts as a catalyst for the trans-scalarity of the indigenous struggle, examining the limits of a “liberal-adaptative” environmental policy approach as well as the possibilities (and necessities) of epistemic and political rupture, supporting us in the idea of a double fracture of modernity (colonial and environmental). We conclude by underlining the main points raised in the text, placing the potential of approaching the geopolitics promoted by indigenous peoples as anticolonial geopolitics; moreover, whenever we see the environmental issue as something central to the struggle for ancestral territories, we propose to take it as an “indigenous ecogeopolitics”.

En la primera parte ofrecemos un estudio bibliográfico crítico de la literatura sobre geopolítica identificando dos perspectivas: la geopolítica estado céntrica y la estado crítica (siendo la geopolítica an­ticolonial un aspecto de esta última). Luego, analizamos la política de escalas del movimiento indígena en Brasil, con énfasis en la región del Bajo Tapajós, Pará, y la web multiescalar de organizaciones indígenas desde la aldea hasta la APIB (“nacional”) y la COICA (“transnacional” de la Cuenca Amazónica). Destaca­mos viajes e intervenciones de activistas indígenas brasileños en foros y otras instancias de alcance global y la evidencia del “regreso” de esta publicidad transestatal a la lucha en territorios ancestrales. Luego, discutimos cómo la cuestión ambiental es un catalizador de la transescalaridad de la lucha indígena, men­cionando los límites del enfoque de una política ambiental “liberal-adaptativa” y las posibilidades (y ne­cesidades) de ruptura epistémica y política apoyándonos en la idea de la doble fractura de la modernidad (colonial y ambiental). Concluimos rescatando los principales puntos planteados en el texto, colocando la potencialidad de abordar la geopolítica impulsada por los pueblos indígenas como una geopolítica an­ticolonial y, cuando vemos el tema ambiental como central en la lucha por los territorios ancestrales, pro­ponemos tomar como una “ecogeopolítica indígena”.O artigo analisa a transescalaridade da luta indígena pela consideração de que as estratégias e táticas espaciais com objetivos políticos empregadas pelo movimento dos povos originários, a partir do Brasil, são exemplos do que chamamos de geopolítica anticolonial, promovida por indígenas. Na primeira parte oferecemos um levantamento bibliográfico crítico da literatura sobre geopolítica, identificando duas perspectivas: a geopolítica estadocêntrica e a estadocrítica (sendo a geopolítica anticolonial uma ver­tente desta última). Posteriormente, analisamos a política de escalas do movimento indígena do Brasil com destaque para a região do Baixo Tapajós (Pará) e a teia multiescalar de organizações indígenas das aldeias à APIB (“nacional”) e à COICA (“transnacional” da Bacia Amazônica). Destacamos viagens e inter­venções de ativistas indígenas brasileiros em fóruns e outras instâncias de alcance global, assim como as evidências de “retorno” dessa publicização transestatal para a luta nos territórios ancestrais. Em seguida, debatemos como a questão ambiental se mostra catalisadora da transescalaridade da luta indígena men­cionando os limites da abordagem de uma política ambiental “liberal-adaptativa” e as possibilidades (e necessidades) de ruptura epistêmica e política, nos apoiando na ideia da dupla fratura da modernidade (colonial e ambiental). Finalizamos resgatando os principais pontos levantados no texto colocando as potencialidades de se abordar a geopolítica promovida pelos povos indígenas como uma geopolítica an­ticolonial e, ao constatarmos a questão ambiental como central da luta pelos territórios ancestrais, pro­pomos tomá-la como uma “ecogeopolítica indígena”.
