Resumo: | Increased urbanization also increased the water resource use, thus it was necessary to improve its institutionalization. Environmental master and sector plans are legal tools used for planning natural resource preservation, including water resources. The present article aims at assessing the water resource master and sector plan executability from an institutional viewpoint through an applied and exploratory study that also makes use of discourse analysis. The study results show that supervision and control fragility on the institutions part are relevant elements that explain the disparity existing between the analyzed institutional tools and the evolution of natural resource quality and quantity in the municipality focused by the study. |

O aumento da urbanização resultou na intensificação do uso dos recursos hídricos e na necessidade de maior institucionalização do seu uso. O Plano Diretor e setoriais do meio ambiente são instrumentos legais de planejamento da preservação dos recursos naturais, incluindo os hídricos. O objetivo deste artigo foi avaliar a exeqüibilidade dos planos diretores e setoriais, com enfoque na questão dos recursos hídricos, sob a ótica institucional, aplicado ao município de Curitiba. Trata-se de um estudo aplicado, exploratório e de análise de discurso.
