Metropolitan frontiers: a view from the pendulum action

Resumo: The urbanization process has built a uniquely Brazilian scenario of concentration / deconcentration of population in urban areas which are formed in some cases as important metropolis in national social and political context. However, after the 1988 Federal Constitution, the official creation of the metropolitan areas in the country became assignment of the States and, therefore, the criteria for defining the extent of these "cities" have  followed administrative political criteria. So, it does not consider criterias for intra-regional mobility that would allow us to identify the integration of municipalities in an urban agglomeration regarding the movement of people. Based on the concept of conurbation used by the Brazilian urban network research, published by IPEA, IBGE and Unicamp (2000), this paper discusses a methodology to analyze the Brazilian urban agglomerations using census data on commuting to incorporate (or not) cities that have a demographic integration. To do so, after a brief characterization of the profile of commuting, we used these commuting data to a regionalization proposal where the data considers the homogeneity of the region. Therefore, it is a methodological exercise with a simple exploratory analysis, but allows us to advance the discussion of analytical criteria for the metropolitan regions of Brazil.

O processo de urbanização brasileiro inequivocamente construiu um cenário de concentração/desconcentração da população em aglomerações urbanas (conturbadas ou não) que se configuram em alguns casos como metrópoles importantes no contexto social e político nacional. Entretanto, após a Constituição Federal de 1988, a criação oficial de Regiões Metropolitanas no país passou a ser atribuição das Unidades da Federação e, com isso, os critérios para definição da extensão dessas “metrópoles” passaram a seguir critérios políticos administrativos. Assim, deixaram-se de lado critérios de mobilidade intra-regional que permitissem identificar a integração dos municípios de uma aglomeração urbana em torno de circulação de pessoas. Partindo do conceito de aglomeração urbana usado pela pesquisa da Rede Urbana Brasileira, publicada pelo IPEA, IBGE e Unicamp (2000), este trabalho discute uma metodologia de análise das aglomerações urbanas brasileiras a partir da utilização dos dados censitários de movimentos pendulares de forma a incorporar ou não os municípios que efetivamente possuem uma integração demográfica. Para isso, após uma breve caracterização do perfil dos movimentos pendulares, utilizaram-se estes dados para uma proposta de regionalização onde os dados de pendularidade fossem incorporados de maneira homogênea para estas regiões.
