Resumo: This paper assesses the evolution of public spending and quality indicators, and verifies the relationship between these expenditures and the efficiency of public policies on health function in the municipalities of the micro region of Paranaguá, PR. It limits a frontier of efficiency of public expenditures, instrumentalized by the Data Envelopment Analysis - DEA, revealing the benchmarking municipality(s) in the micro-region on public health policies. The analysis were performed using the classic methods of Constant Return of Scale - CCR and Variable Returns of Scale - BCC, oriented by outputs from the period between 2008 and 2016, every four years. It was observed that the quality of public health is directly proportional to the investment in these public policies and, as for efficiency, both by the CCR method and by the BCC, there is a certain homogeneity between the municipalities in the results.

Limita una frontera de eficiencia del gasto público, instrumentada por el Análisis Envolvente de Datos (DEA), que revela el(los) municipio(s) de referencia de la microrregión en las políticas de salud pública. Los análisis se realizaron por los métodos clásicos de Rendimientos Constantes a Escala - RCE y Rendimientos Variables a Escala - RCE, orientados a las salidas, en el período comprendido entre 2008 y 2016, cada cuatro años. Se ha observado que la calidad de la función sanitaria pública es directamente proporcional a la inversión en estas políticas públicas y, en cuanto a la eficiencia, tanto por el método CCR como por el BCC, existe cierta homogeneidad entre los municipios en los resultados.Este trabalho avalia a evolução dos gastos públicos e dos indicadores de qualidade, e verifica a relação entre esses gastos e a eficiência nas políticas públicas na função saúde nos municípios da microrregião de Paranaguá-PR. Limita uma fronteira de eficiência dos gastos públicos, instrumentalizado pela Análise de Envoltória de Dados (DEA), revelando o(s) município(s) benchmarking da microrregião nas políticas públicas de saúde. As análises foram realizadas pelos métodos clássicos de Retorno Constante de Escala – CCR e Retornos Variáveis de Escala – BCC, orientados para os outputs, no período compreendido entre 2008 e 2016, a cada quatro anos.
