Public Governance in Health and the Gaps in Social Assistances - Territorialization for Planning and Actions of the State

Resumo: Health is a Fundamental Right, constitutionally guaranteed as a Right to all and a duty of the State. On the other hand, public health governance is the interaction between the different actors and interest groups in pursuit of goals commonly defined, through a shared management between the agents (State / government) and the leaders (people / administrators / users) of the relationship. So this article aims to identify assistance gaps in hospital beds, also looking into public health governance and its applicable principles. Methodologically, the work has applied character, supported by exploratory and descriptive research with a compared finalistic approach. As a result, the relevance of  territorialization  / regionalization in health for State planning and action on the assistance voids remained proven.

Ya governança de la salud pública es la interacción entre los diferentes actores y grupos de interés en la búsqueda de objetivos, establecido conjuntamente através de una gestión compartida entre los actores (Estado / gobierno) y agentes (personas / usuarios / administrador) de relación. Así que este artículo tiene como objetivo identificar deficiencias en la asistencia en las camas de hospital también estudiando la posibilidad da governança de la salud pública y sus principios aplicables. Metodológicamente el trabajo ha aplicado con el apoyo de la investigación exploratoria y descriptiva con enfoque intencional comparación. Los resultados fueron probados la relevancia de la regionalización territorial /salud para la planificación y la acción del Estado en los vacios asistenciales.A saúde é Direito Fundamental assegurado constitucionalmente como Direito de todos e dever do Estado. Já a governança pública em saúde é a interação entre os diferentes atores e grupos de interesses na busca de objetivos, conjuntamente definidos, por meio de uma gestão compartilhada entre os agentes (Estado/governo) e os principais (povo/administrados/usuários) da relação. Assim este artigo tem como objetivo identificar os vazios assistenciais de leitos hospitalares, estudando-se também a governança pública em saúde e seus princípios aplicáveis. Metodologicamente o trabalho tem caráter aplicado, sustentado por pesquisa exploratória e descritiva, com abordagem finalística comparada.
