Resumo: This critical-reflective report looked for to understand how effective the democratic management in the Municipal Schools in Giruá is, through the incentive of establishment and functioning of the collective mechanisms, specifically the School Board, based on a theoretical studies and reflections, to build a public school that assurance learning, social transformation and historic-cultural valorisation. In all, six dialogic training meetings happened, bringing together managers, supervisors and advisors of the Municipal Schools, and one meeting that brought together the members of School Boards of all schools, represented by many segments. These meetings had a great importance in the process of establishment and functioning of School Boards, because they had turned into real forums of debate, discussions and understanding of the importance of everyone in this process of democratization of public school. It was possible to analyse the sense of democracy and the participation in the management of the Municipal Schools in Giruá, looking for which moments the management happens democratically and ensures the participation of the segments involved. The research presented use methodological procedures of qualitative research of interventional nature. Data were analysed from the discursive textual analysis procedure. The results found show that all schools are with their School Boards established and that is necessary accomplish more formations for the members of these boards in the purport of they understand their function and appropriate the life of school, creating democratic relations, of participation and shared decisions. On the other hand, we note that it is still very strong the paper of the director as having the power in school, having difficulty to discuss with the group in certain situations for fear of charge that may came under his/her decision if something happens out of schedule. It is notice that the way of choosing the directors, by indication, tie together directly his/her management with the Education and Culture Municipal Secretary, which gives him/her few liberty to propose a democratic administration for his/her school. The democratic management presuppose the dialogue, the acceptation of divergent ideas and the inclusion of all the representative segments of the scholar community. It builds and legitimate itself in the participation, in the exercise of democracy and in the competence of the collective construction in the pedagogic project that reflects the man and society design wanted, this remains the major challenge.

Ao todo foram seis encontros de formação dialógicos que reuniram gestores, supervisores e orientadores das Escolas Municipais e um encontro que reuniu os membros dos Conselhos Escolares de todas as escolas, representados por diversos segmentos. Estes encontros tiveram uma grande importância no processo de implantação e funcionamento dos Conselhos Escolares, pois se transformaram em verdadeiros fóruns de debates, discussões e entendimento da importância de todos neste processo de democratização da escola pública. Foi possível analisar o sentido da democracia e da participação na gestão das Escolas Municipais de Giruá, procurando evidenciar em que momentos a gestão acontece de forma democrática e garante a participação dos segmentos envolvidos. A pesquisa apresentada utiliza procedimentos metodológicos de pesquisa qualitativa de cunho interventiva. Os dados coletados foram analisados a partir do procedimento de análise textual discursiva. Os resultados encontrados demonstram que todas as escolas estão com seus Conselhos Escolares implantados e que é preciso realizar mais formações para os membros destes conselhos no sentido de entenderem a sua função e se apropriarem da vida da escola, estabelecendo relações democráticas, de participação e de decisão compartilhada. Por outro lado, podemos constatar que ainda é muito forte o papel do diretor enquanto detentor do poder maior na escola, tendo dificuldade de debater com o grupo em determinadas situações por receio da cobrança que poderá vir sobre a sua decisão caso algo aconteça fora do previsto. Percebe-se que a forma de escolha dos diretores, por indicação atrela diretamente a sua gestão à Secretaria Municipal de Educação e Cultura o que lhe dá pouca liberdade para propor um trabalho democrático para sua escola. A gestão democrática pressupõe o diálogo, a aceitação de ideias divergentes e a inclusão de todos os segmentos representativos da comunidade escolar.
