Resumo: Teaching reading presents specific issues for deaf students. This article aims at discussing the access to a sign language urgency for deaf children to begin their reading process in Portuguese. Based on the presence of a sign language, Libras, in the Brazilian case, it will be possible to articulate operational principles for learning to read (Verhoeven & Perfetti, 2021). Finally, we will discuss the communication challenge between specialists and policy makers in the context of reading, presenting the importance of precision regarding the concepts about reading and the flexibility in the implementation of the pedagogical proposals.
