Multilevel and coevolutionary perspective and novelties in Rural and Regional Development: applications to studies of creative family agriculture practices

Resumo: This paper presents the different theoretical approaches on technology and innovation that have historically influenced rural studies in Brazil and other countries, especially the references of the Induced Innovation Theory of Neoclassical origin and Marxist studies, in its two emphases (that of Technical Progress and Agricultural Modernization Theory). Although the work covered several theoretical approaches on the subject, it aims to present and discuss the Multilevel and Coevolutionary Perspective (PMN) and the notion of novelties, emphasizing the application of its concepts to the study of creative practices in family farming. In this sense, the article offers a set of 'analytical tools' for scholars wishing to investigate creative practices of family farmers in rural spaces and rural and regional development processes, but also operationalizes ideas of how the State and development agencies and can build successful and deliberate processes of construction of novelties with family farmers and other social actors, based on their actions or public policies, using the notion of strategic management of niches.

El trabajo abarcó varios enfoques teóricos sobre el tema, su objetivo es presentar y discutir la Perspectiva Multinivel y Coevolutiva (PMN) y la noción de novedades, enfatizando la aplicación de sus conceptos al estudio de las prácticas creativas en la agricultura familiar. En este sentido, el artículo ofrece un conjunto de "herramientas analíticas" para los académicos que desean investigar las prácticas creativas de los agricultores familiares en las zonas rurales y los procesos de desarrollo rural y regional, pero también operacionaliza las ideas de cómo el Estado y las agencias de desarrollo pueden construir procesos exitosos y deliberados de construcción de novedades con los agricultores familiares y otros actores sociales, basados en sus acciones o políticas públicas, utilizando la noción de gestión estratégica de nichos.Este trabalho apresenta as diferentes abordagens teóricas sobre tecnologia e inovação que influenciaram historicamente os estudos rurais no Brasil e outros países, principalmente os referenciais da Teoria da Inovação Induzida, de origem Neoclássica e dos estudos marxistas, em suas duas ênfases (a do Progresso Técnico e a Teoria da Modernização da Agricultura). Embora o trabalho perpasse por várias abordagens teóricas sobre o tema, ele objetiva apresentar e discutir a Perspectiva Multinível e Coevolucionária (PMN) e a noção de novidades, ressaltando as aplicações de seus conceitos aos estudos das práticas criativas na agricultura familiar.
