Public policies and institutional changes: the trajectories of family farmers in processing food in Rio Grande do Sul – Brasil

Resumo: | From the 1990s, food processing activities have changed, stimulated by the political-governmental context, which induced new forms of production and commercialization within the scope of Brazilian agriculture. Among these changes, several public policies were developed with the purpose of regulating the production, processing and food markets of family farming. Considering this context, this article aims to discuss what the role of public policies are in the changes of behavior and interpretation from family farmers that are processing food. The research was developed in 4 different regions in state of Rio Grande do Sul, Brazil, according to Regional Development Councils (Coredes): Corede Jacuí Centro, Corede Sul, Corede Vale do Rio dos Sinos and Corede Hortênsias. Interviews have been conducted with 64 families, which process food in the rural area, with the assistance of a semi-structured form (with qualitative and quantitative questions), field diaries and observations. In the data analysis, it was used qualitative (technique called tenor analyzis) and quantitative (likert scale). A typology has been constructed to describe the trajectories of families in the processing food activities, which represents how 4 different groups have started processing food and how they have changed the techniques over time. The National School Feeding Program (PNAE) has been influencing transformations in the family habits, which has been identified by changes in the production and selling of food. Moreover, these changes might be explained by the management process of this program, which involves new collective actions in the context of processing food activities. |

Se destacan innumerables políticas, programas y legislaciones que tuvieron como objetivo regir la producción de alimentos de los agricultores familiares. A pesar de los avances en las discusiones sobre los efectos de las políticas públicas en esta realidad, hay lagunas para comprender en qué medida ellas influencian en las formas como las familias interpretan y conducen tales actividades. Este artículo tuvo como objetivo analizar el papel que las políticas públicas ejercen en el proceso de mudanza en la interpretación y conducta de las familias que industrializan alimentos. La investigación se realizó en cuatro regiones de Rio Grande do Sul (Coredes: Hortensias, Jacui Centro, Sul y Vale do Río dos Sinos). Se entrevistaron 64 familias (agricultores familiares) que procesan alimentos, utilizando un formulario semiestructurado, diarios de campo y observaciones. Para el análisis de los datos, se utilizaron las técnicas de análisis de contenido y escala likert. Las familias fueron divididas en 4 grupos (trayectorias), que muestran las diferencias en las formas como iniciaron y modificaron técnicamente sus actividades de industrialización. El Programa Nacional de Alimentación Escolar (PNAE) es la única política pública que influye en las mudanzas institucionales, identificados por las nuevas técnicas en el ambiente de la producción y por las innovaciones en las relaciones de mercado, que se explican por el proceso de operacionalización de esa política pública, que demanda nuevas formas de organización colectiva.A partir da década de 1990, as atividades de processamento de alimentos começaram a sofrer modificações, estimuladas pelo contexto político-governamental, que induziu novas formas de produção e comercialização no âmbito da agricultura brasileira. Dentre tais mudanças, várias políticas públicas foram desenvolvidas com a finalidade de regrar a produção, o processamento e os mercados dos alimentos da agricultura familiar. Apesar dos avanços nas discussões sobre os efeitos das políticas públicas nessa realidade, há lacunas para compreender em que medida elas influenciam as formas como as famílias interpretam e conduzem tais atividades. Para tanto, este artigo teve como objetivo analisar o papel que os programas e as políticas públicas exercem no processo de mudança institucional nas atividades de processamento desenvolvidas pela agricultura familiar. A pesquisa foi realizada em quatro regiões do Rio Grande do Sul (Coredes: Hortênsias, Jacuí Centro, Sul e Vale do Rio dos Sinos). Foram entrevistadas 64 famílias (agricultores familiares) que processam alimentos, utilizando um formulário semi-estruturado, diários de campo e observações. Para a análise dos dados, foram utilizadas as técnicas análise de conteúdo e escala likert. As famílias foram divididas em 4 grupos (trajetórias), que mostram as diferenças nas formas como iniciaram e modificaram tecnicamente as suas atividades de industrialização. Neste contexto, o Programa Nacional de Alimentação Escolar (PNAE) foi considerado como a política pública que influenciou a ocorrência de mudanças institucionais, identificadas pelas novas técnicas no ambiente da produção e pelas inovações nas relações de mercado.
