Policy mix and multi-level governance in regional development policies in the Northeast: the case of the automotive sector in Pernambuco

Resumo: Over the past few years, regional planning and development policies have sought, among other aspects, to foster and modernize the productive structure, production factors and economic activities unevenly distributed at different spatial scales. To this end, regional development policies are present on the agendas of the different government levels. The formulation and implementation of these policies can result in complementary, overlapping or neutral policy interactions. This points to the existence of a set of complex interactions that involve both different actors and technical, political, economic and social factors. In this sense, the implementation of the Fiat Chrysler Automobiles (FCA) Automotive Pole in the Northeast is an emblematic case of high investments and representative to observe the complexity of policies and the interaction of actors at multiple spatial scales. Considering these elements, it is questioned which network of policies contributed to the implantation of the FCA Automotive Pole in the Northeast? In order to contemplate the question raised, a discussion of the rationalities, domains, instruments and actors that contributed to the formation of the vehicle manufacturer in the municipality of Goiana, a region in the north of the state of Pernambuco, is presented. The methodological approach starts from the perspective of public policy evaluation, combining the dimensions of policy mix and multilevel governance. The main findings indicate for: i) aspects of complementarity in policies to encourage innovation, infrastructure and logistics in the federal and state governments; ii) complementarity in professional qualification policies; iii) concentration of financing policies at the federal level; and iv) overlapping fiscal policies adopted at the three levels of government.

Con este fin, las políticas de desarrollo regional están presentes en las agendas de los diferentes niveles de gobierno. La formulación e implementación de estas políticas puede resultar en interacciones políticas complementarias, superpuestas o neutrales. Esto apunta a la existencia de un conjunto de interacciones complejas que involucran tanto a diferentes actores como a factores técnicos, políticos, económicos y sociales. En este sentido, la implementación del polo automotriz Fiat Chrysler Automobiles (FCA) en el noreste es un caso emblemático de altas inversiones y representativo para observar la complejidad de las políticas y la interacción de los actores en múltiples escalas espaciales. Teniendo en cuenta estos elementos, se cuestiona qué red de políticas contribuyó a la implementación del Polo automotriz FCA en el noreste. Para contemplar la pregunta planteada, se presenta una discusión sobre las racionalidades, dominios, instrumentos y actores que contribuyeron a la formación del fabricante de vehículos en el municipio de Goiana, una región en el norte del estado de Pernambuco. El enfoque metodológico comienza desde la perspectiva de la evaluación de políticas públicas, combinando las dimensiones de la combinación de políticas y la gobernanza multinivel. Los principales hallazgos indican: i) aspectos de complementariedad en las políticas para fomentar la innovación, la infraestructura y la logística en los gobiernos federal y estatal; ii) complementariedad en las políticas de calificación profesional; iii) concentración de políticas de financiamiento a nivel federal; y iv) políticas fiscales superpuestas adoptadas en los tres niveles de gobierno.Ao logo dos últimos anos, as políticas de planejamento e desenvolvimento regional têm procurado, dentre outros aspectos, fomentar e modernizar a estrutura produtiva, os fatores de produção e as atividades econômicas desigualmente distribuídas em diferentes escalas espaciais. Para tanto, políticas de desenvolvimento regional estão presentes nas agendas dos distintos níveis governamentais. A formulação e implementação destas políticas podem resultar em interações de políticas complementares, sobrepostas ou neutras. Isso aponta para a existência de um conjunto de interações complexas que envolvem tanto diferentes atores quanto fatores técnicos, políticos, econômicos e sociais. Nesse sentido, a implantação do Polo Automotivo da Fiat Chrysler Automobiles (FCA) no Nordeste configura-se como um caso emblemático de elevados investimentos e representativo para observar a complexidade de políticas e a interação de atores em múltiplas escalas espaciais. Considerando estes elementos, questiona-se sobre qual a rede de políticas que contribuiu para a implantação do Polo Automotivo da FCA no Nordeste? Para contemplar a questão levantada, apresenta-se uma discussão das racionalidades, domínios, instrumentos e atores que contribuíram para a conformação da montadora de veículos no munícipio de Goiana, região da mata norte do Estado de Pernambuco. A abordagem metodológica parte da perspectiva de avaliação de políticas públicas, combinando as dimensões de policy mix e de governança multinível.
