Environmental sanitation in the region of Missões-RS: reality and challenges in the implementing public policies promoting regional development

Resumo: The implementation of appropriate public policies to solve problems related to environmental sanitation and more especifically the collection of municipal solid waste (RSU), constitutes a major challenge to be faced by most brasilian municipalities.The article analyzes the reality experience by the municipalities of de region of Missões, Rio Grande do Sul, regarding the collection and treatment of urban solid waste, with the objetive of contributing to regional development. The qualitative approach is used, based on the analysis of documents and in the bibliographic review. It was possible to see that the alternatives proposed for the equation of the problems faced go Through the formation of cooperatives of waste pickers, with regard to selective collection of urban solid waste, and the joint action of municipalities, Through the formation of public consortia with regard to the final destination of waste in landfills.

El artículo analiza la realidad experimentada por los municípios de la region de Missões, Rio Grande do Sul, con respecto a la colecta y el tratamiente de resíduos sólidos urbanos, con el objetivo de contribuir al desarrollo regional. Se utiliza el enfoque cualitativo, basado en el análisis de documentos y la revisión de la literatura. Se pudo verificar que las alternativas propuestas para resolver los problemas enfrentados incluyen la formación de cooperativas de recicladores, en relación com la colecta selectiva de residuos sólidos urbanos, y la actuación conjunta de los municipios, por medio de la formación de consorcios públicos, en lo que se refiere a la destinación final de los residuos.A implantação de políticas públicas adequadas para solucionar os problemas relacionados ao saneamento básico, e mais especificamente a coleta de lixo, constitui-se em um grande desafio a ser enfrentado pela maioria dos Municípios brasileiros. O artigo analisa a realidade vivenciada pelos Municípios da região das Missões, Rio Grande do Sul, no que concerne à coleta e tratamento dos resíduos sólidos urbanos, com o objetivo de contribuir para o desenvolvimento regional. Utiliza-se a abordagem qualitativa, com base na análise de documentos e na revisão bibliográfica.
