Public policies and social participation: an analysis focused on the Territorial Development Collegiate of Baixo Tocantins-PA

Resumo: | This article analyzes the effectiveness of the actions of the Territorial Development Board (CODETER) of Baixo Tocantins-PA, focusing on the social participation of public actors and civil society in the consolidation of territorial strategies. To achieve this goal, the essentially qualitative research included bibliographic research, participant observation and 20 semi-structured interviews. The construction of data was carried out in September 2018 and, in a second moment, from February to July 2019. For data analysis, Content Analysis was used, which allowed us to conclude that CODETER is currently undergoing a moment of fragility with regard to its functioning process, mainly due to the lack of participation of civil society entities and public authorities. In the analyzes, the lamentations of the interviewees about the low level of participation and the assumption of responsibility by the regional actors towards the territorial development policy are evident. In addition, the interlocutors confirm the prevalence of particular interests over territorial ones in making decisions about the allocation of resources from the Support Program for Infrastructure and Services Projects in Rural Territories (PROINF). More broadly, what is verified in the analyzed context is that most of the actors involved with CODETER do not have a systemic view of the Collegiate, understanding it in a partial way, as a disarticulated local construction of a territorial dynamics. |

Para lograr este objetivo, la investigación esencialmente cualitativa, incluyó investigación bibliográfica, observación participante y 20 entrevistas semiestructuradas. La construcción de los datos se llevó a cabo en septiembre de 2018 y, en un segundo momento, de febrero a julio de 2019. Para el análisis de datos, se utilizó el Análisis de contenido, lo que nos permitió concluir que CODETER actualmente está experimentando un momento de fragilidad con respecto a su proceso de funcionamiento, principalmente debido a la falta de participación de las entidades de la sociedad civil y las autoridades públicas. En los análisis, son evidentes las lamentaciones de los entrevistados sobre el bajo nivel de participación y la asunción de responsabilidad por parte de los actores regionales hacia la política de desarrollo territorial. Además, los interlocutores confirman la prevalencia de intereses particulares sobre los territoriales al tomar decisiones sobre la asignación de recursos del Programa de Apoyo a Proyectos de Infraestructura y Servicios en Territorios Rurales (PROINF). En términos más generales, lo que se verifica en el contexto analizado es que la mayoría de los actores involucrados con CODETER no tienen una visión sistémica del Colegiado, entendiéndolo de manera parcial, como una construcción local desarticulada de una dinámica territorial.O presente artigo analisa a efetividade das ações do Colegiado de Desenvolvimento Territorial (CODETER) do Baixo Tocantins-PA, com foco na participação social de atores públicos e da sociedade civil na consolidação de estratégias territoriais. Para o alcance deste objetivo, a pesquisa essencialmente qualitativa, contou com pesquisa bibliográfica, observação participante e 20 entrevistas semiestruturadas. A construção de dados foi realizada em setembro de 2018 e, em um segundo momento, de fevereiro a julho de 2019. Para a análise dos dados utilizou-se a Análise de Conteúdo, a qual permitiu concluir que o CODETER passa, atualmente, por um momento de fragilidade no que diz respeito ao seu processo de funcionamento, principalmente pela falta de participação das entidades da sociedade civil e do poder público. Nas análises ficam evidentes as lamentações dos entrevistados acerca do baixo nível de participação e de assunção de responsabilidade pelos atores regionais para com a política de desenvolvimento territorial. Ademais, os interlocutores confirmam o prevalecimento dos interesses particulares sobre os territoriais na tomada de decisão acerca da alocação de recursos provenientes do Programa de Apoio a Projetos de Infraestrutura e Serviços em Territórios Rurais (PROINF).
