Neoliberalism in Brazil: an analysis of the government of communications

The politics of technological development for telecommunications in Brazil, planned and implemented during the late twentieth and early twenty-first century have produced various effects on the ways to communicate across the country and occurred concomitantly with the initiation of a series of political and economic transformations that occurred in the country at the beginning of this century. The goal of this paper is to analyse the ways in which the development strategies of the communications policy in Brazil were configured in the twenty-first century, seeking to understand the manner and the reasons why they were constituted as such. We identified an effort by the Ministry of Communications to promote the expansion of the possibilities of access, the production and sharing of contents, facilitating the participation of the population in this process. Through information and communications technologies, the competence of each person to offer resources and interesting contents is evaluated, as well as his/her ability to manage Human Capital.Keywords: communication in Brazil, neoliberalismo, Human Capital, governmentality.
