ANALYSIS OF PUBLIC POLICIES: EVALUATION OF THE FAMILY HEALTH STRATEGY

Resumo: The purpose of evaluating the FHS in the municipalities of Minas Gerais through the analysis of technical efficiency. As a method, it used a variation of the Data Envelopment Analysis, called the Special Measures Model, considering the Minas Gerais Social Responsibility Index (IMRS) as a non-discretionary output variable. In addition, the Inverted Frontier method was used in order to compare the normalized composite efficiency with the IMRS. The results indicated that the municipalities located in poorer regions, tend to have lower performances in the FHS. It was concluded that the performance of the FHS affects other sectors, in addition to being influenced by local and regional economic conditions.

Como método, se utilizó una variación del Análisis Envolvente de Datos, denominado Modelo de Medidas Especiales, considerando el Índice de Responsabilidad Social Mineiro (IMRS) como una variable de salida no discrecional. Además, se utilizó el método de Frontera Invertida para comparar la eficiencia compuesta normalizada con el IMRS. Los resultados indicaron que los municipios ubicados en regiones más pobres tienden a tener un desempeño más bajo en el ESF. Se concluyó que el desempeño del ESF afecta a otros sectores, además de estar influenciado por las condiciones económicas locales y regionales.Objetivo consiste em avaliar a ESF nos municípios mineiros através da análise de eficiência técnica. Como método, utilizou uma variação da Análise Envoltória de Dados, denominado de Modelo de Medidas Especiais, considerando o Índice Mineiro de Responsabilidade Social (IMRS) como variável de saída não-discricionária. Ainda, foi utilizado o método de Fronteira Invertida com o intuito de comparar a eficiência composta normalizada com o IMRS. Os resultados indicaram que os municípios situados em regiões mais pobres, tendem a ter menores desempenhos na ESF.
