Resumo: The purpose of the article is to select reference countries for the analysis and development of Brazilian commercial shipping. The country is dedicated to exploring this modal, given the extensive coastline and riverside potential for navigation. However, only 11% of the cargo transits by sea, although cheaper, less polluting and with greater capacity than other modes. Data Envelopment Analysis (DEA) was the research methodology. The results indicated the country's inefficiency and the need to considerably increase its cargo volume. The Netherlands and Turkey are references to the country whose policies and good management practices can be adapted.

El país se dedica a explorar este modal, dado el extenso potencial costero y ribereño para la navegación. Sin embargo, solo el 11% de la carga transita por mar, aunque es más barata, menos contaminante y con mayor capacidad que otros modos. El Análisis Envolvente de Datos (DEA) fue la metodología de investigación. Los resultados indicaron la ineficiencia del país y la necesidad de aumentar considerablemente su volumen de carga. Los Países Bajos y Turquía son referencias al país, cuyas políticas y buenas prácticas de gestión pueden adaptarse.O objetivo do artigo é selecionar países referência para análise e desenvolvimento da navegação comercial brasileira. O País é vocacionado para explorar esse modal, dado o extenso litoral e potencial ribeirinho à navegação. Entretanto, somente 11% da carga transita por mar, embora mais barato, menos poluente e com maior capacidade que outros modais. A Análise Envoltória de Dados (DEA) foi a metodologia de pesquisa. Os resultados indicaram a ineficiência do País e a necessidade de aumentar consideravelmente seu volume de carga.
