SOCIAL REPRESENTATION OF DISABLED PEOPLE IN THE OCCUPATION OF DIFFERENT PUBLIC OFFICES IN THE MUNICIPALITY OF GUARAÍ/TOCANTINS

Resumo: Disabled people have been victimized, over the centuries, by discrimination, exclusion and social cruelty. The fact is related, among other factors, to the lack of knowledge on the part of society about the different limitations and skills that these individuals can develop. In Brazil, laws were drafted in order to guarantee the rights of the disabled, such as, for example, the 1998 Constitutional text, which determines the right to labor quotas for the disabled. The present work aims to analyze social representation from the inclusion of the disabled in job vacancies provided by the municipal secretariats of the City of Guaraí­ / TO. The chosen methodology was qualitative, descriptive and exploratory documentary, based on the analysis of the registration data of disabled employees that were collected in the Municipality's Transparency Portal and in the City's Human Resources department. The investigation found 17 records of disabled employees active and invested in public positions, most of which are located in the Education and Culture Secretariat (SEMEC), occupying administrative or teacher positions. Among the conditions of employability of these employees, the issue of academic training stands out, since the largest number of disabled people working in the City Hall of Guaraí­ only has completed high school.

O fato está relacionado, dentre outros fatores, a falta de conhecimento por parte da sociedade sobre as diferentes limitações e habilidades que esses indiví­duos podem desenvolver. No Brasil foram elaboradas leis a fim de garantir os direitos dos deficientes como, por exemplo, o texto Constitucional de 1998, que determina aos deficientes o direito às cotas trabalhistas. O presente trabalho tem por objetivo analisar a representação social a partir da inclusão dos deficientes em vagas de trabalho disponibilizadas pelas secretarias municipais da Prefeitura de Guaraí­/TO. A metodologia escolhida foi documental de cunho qualitativo, descritivo e exploratório, baseada na análise dos dados cadastrais dos funcionários deficientes que foram coletados no Portal da Transparência do municí­pio e no departamento de Recursos Humanos da prefeitura. A investigação encontrou 17 cadastros de funcionários deficientes ativos e investidos em cargos públicos, sendo que a maioria destes se encontra lotado na Secretaria de Educação e Cultura (SEMEC), ocupando cargos administrativos ou de professores.
