Scientific and technological liberalism and national development agenda

Resumo: The present study aims to discuss current trends of science and technology development in relation to international hegemonic parameters. Latin American countries are seeking to follow hegemonic trends of science organization and in some way evading to stablish their own basis for groups that lead local scientific communities. The interest in this article is to analyze impacts of American scientific and technological liberalism and its capacity to shape different development agendas. Focusing on issues such as globalization of science and models of current science assessment, we come to the conclusion that underdeveloped countries are not capable to establish an autonomous national agenda even though their scientific system gain more productivity.

Os países latinoamericanos estão procurando acertar o passo frente às tendências hegemônicas de organização da atividade científica, de certa forma, abrindo mão de lançarem suas próprias bases em termos de direcionamento dos grupos que compõem a comunidade científica local. O interesse desse artigo é analisar o impacto do liberalismo científico e tecnológico americano e sua capacidade de convergir às diferentes agendas de desenvolvimento.
