Resumo: This paper presents the analysis of the perceptions and conceptions of technicians who led the development of the Master Plan of Joinville / SC, on popular participation. It is intended by this analysis to draw reflections on the process of elaboration of municipal master plans and to contribute for building guidelines for similar events. Based on a theoretical framework of social participation, social representations and urban policies, the analytical results are organized in two subcategories: the first deals with technical insights about the conduction of the Master Plan participative process; and the second directed to their conceptions on participation and democracy. In this context we understand that there is a strong concern to avoid practices based on traditional political culture, marked by historical addictions own patrimonialism and clientelism, in building participatory master plans.

Pretende-se por meio desta análise elaborar reflexões sobre o processo de elaboração de planos diretores municipais e contribuir, em certa medida, na orientação de eventos semelhantes. Fundamentado em referencial teórico sobre participação social, polí­tica urbana e representações sociais, o texto apresenta os resultados organizados em duas subcategorias analí­ticas: a primeira trata das percepções de técnicos acerca da condução do processo; e a segunda direcionada para suas concepções sobre participação e democracia.
