Production of knowledge about Accountability in basic secondary and secondary education in Colombia

Resumo: This article presents an advance of the literature review research on school accountability policies at the international level and in particular in the national evaluation system of Colombia in a period between 2010 and 2020. The research was oriented by the question: What are the conceptions, the referents, the types, the consequences, the oppositions and resistances regarding the policies of school accountability at the levels of primary, secondary and secondary education in Colombia in the second decade of the XXI century? Content analysis was assumed as the study methodology, research results articles in national and international journals were reviewed. Regarding Colombia, research was selected at the undergraduate and graduate levels and research articles located in the university institutional repositories. Official documents of International Organizations and state entities associated with education in Colombia were also consulted. The first findings for Colombia, -despite the scant research-, show, on the one hand, that the understanding of accountability is linked to the idea of accountability, social and educational, and on the other, the legitimation of two types of accountabilities, the performative and the bureaucratic. The features of this policy that have resulted in consequences for the understanding and practice of school evaluation in which evaluation predominates as a measurement and as a governance technology in alignment with the policies of International Organizations.

La investigación se orientó por la pregunta: ¿Cuáles son las concepciones, los referentes, los tipos, las consecuencias, las oposiciones y resistencias en cuanto a las políticas de accountability escolar en los niveles de la educación primaria, secundaria y media de Colombia en la segunda década del S. XXI? Se asumió el análisis de contenidos como metodología del estudio, se revisaron artículos resultados de investigación en revistas de circulación nacional e internacional. En lo referente a Colombia se seleccionaron investigaciones en los niveles de pregrado, posgrado y artículos investigativos ubicados en los repositorios institucionales universitarios. También se consultaron documentos oficiales de Organismos Internacionales y entidades estatales asociadas con la educación en Colombia. Los primeros hallazgos para Colombia, -a pesar de la escasa investigación, dan cuenta, por un lado, de que la comprensión de la accountability está ligada a la idea de rendición de cuentas, social y educativa, y por otro, se observa la legitimación de dos tipos de accountability, la performativa y la burocrática. Los rasgos de esta política que han derivado en unas consecuencias para la comprensión y práctica de la evaluación escolar en las que predomina la evaluación como medición y como una tecnología de gobernanza en alineación con las políticas de los Organismos Internacionales.Este artigo apresenta um avanço da pesquisa de revisão de literatura sobre políticas de responsabilização escolar em nível internacional e em particular no sistema de avaliação nacional da Colômbia em um período entre 2010 e 2020. A pesquisa foi orientada pela pergunta: Quais são as concepções, os referentes, os tipos, as consequências, as oposições e resistências em relação às políticas de responsabilização escolar nos níveis de ensino fundamental, médio e médio na Colômbia na segunda década do Século XXI? A análise de conteúdo foi assumida como metodologia do estudo, sendo revisados ​​artigos de resultados de pesquisas em periódicos nacionais e internacionais. No caso da Colômbia, foram selecionadas pesquisas em nível de graduação e pós-graduação e artigos de pesquisa localizados nos repositórios institucionais da universidade. Também foram consultados documentos oficiais de Organizações Internacionais e entidades estatais associadas à educação na Colômbia. Os primeiros achados para a Colômbia, -apesar da escassa pesquisa-, mostram, por um lado, que a compreensão da accountability está ligada à ideia de responsabilidade social e educacional, e, por outro, à legitimação de dois tipos de accountability, o performativo e o burocrático.
