School Newspaper in the conception of Célestin Freinet: dialogues with Santa Catarina educational legislation – 1940

Resumo: This article is dedicated to conducting a dialogue between the proposal of the school educator Célestin Freinet on the use of School Newspapers as pedagogical practices and their use in schools in the state of Santa Catarina, Brazil, in the mid-1940s, from the analysis of the state legislation that regulated the Auxiliary Associations of the School, in particular Decree-Law No. 3,735 / 1946 of Santa Catarina. The 1946 Santa Catarina legislation sought to approach the Escanovista perspective with the creation of the Auxiliary Associations of the School to which the Associação do Jornal Escolar belonged. Thus, we analyzed the state legislation and the dissemination, from the 1920s, of Freinet's works in relation to the practice of Jornal Escolar. In the study, we observed the attempt by the governments and educational leaders of the state of Santa Catarina to get closer to the school-based educational ideas with the practice of School Newspapers. However, in carrying out the analysis, we observed contradictions between the proposed legislation and Freinet's principles on the use of the Jornal Escolar.

La legislación de Santa Catarina de 1946 buscó abordar la perspectiva escanovista con la creación de las Asociaciones Auxiliares de la Escuela a las que pertenecía la Associação do Jornal Escolar. Así, analizamos la legislación estatal y la difusión, desde la década de 1920, de las obras de Freinet en relación con la práctica de Jornal Escolar. En el estudio, observamos el intento de los gobiernos y los líderes educativos del estado de Santa Catarina de acercarse a las ideas educativas basadas en la escuela con la práctica de los periódicos escolares. Sin embargo, al llevar a cabo el análisis, observamos contradicciones entre la legislación propuesta y los principios de Freinet sobre el uso del Jornal Escolar.Este artigo se dedica a realizar um diálogo entre a proposta do educador escolanovista Célestin Freinet sobre a utilização dos Jornais Escolares como práticas pedagógicas e seu uso nas escolas do estado de Santa Catarina, Brasil, em meados de 1940, a partir da análise da legislação estadual que regulamentou as Associações Auxiliares da Escola, em especial o Decreto-lei n. 3.735/1946 de Santa Catarina. A legislação catarinense de 1946 buscou se aproximar da perspectiva escolanovista com a criação das Associações Auxiliares da Escola às quais a Associação do Jornal Escolar pertenceu. Assim, analisamos a legislação estadual e a difusão, a partir da década de 1920, dos trabalhos de Freinet com relação à prática do Jornal Escolar. No estudo, observamos a tentativa dos governos e dos dirigentes educacionais do Estado catarinense de se aproximarem das ideias pedagógicas escolanovistas com a prática dos Jornais Escolares.
