Covid-19 and basic education: reflections about risks and space control in the return to presential lessons

Resumo: The pandemic of COVID-19 impacted the educational area, causing the suspension of presential classes as a way to prevent the spread of the disease in Brazil. In Basic Education, it caused difficulties that, at the beginning of the crisis, were mainly related to remote practices. However, with the arrival of the second semester of 2020, movements to return to presential classes began, making the risks and spatial control strategies for resuming school activities become central. The text presents a qualitative reflection about the risks related to returning to school and the ways to get around them that are proposed in documents prepared by the National Union of Municipal Education Directors, by the National Council of Education Secretaries and by the National Confederation of Education Workers. The reflections are based on questions related to the concept of risk and the practice of spatial control, addressed by theorists who circulate in the area of ​​Education and in other areas of knowledge. The documents operate with the measurement of various risks and elect those involving COVID-19 that are circumvented when compared to other Brazilian social problems. Social isolation emerges as a possible solution, but it must be understood as a collective practice that depends on everyone for its success.

En Educación Básica, causó dificultades que, al comienzo de la crisis, se relacionaron principalmente con prácticas remotas. Sin embargo, con la llegada del segundo semestre de 2020, comenzaron los movimientos para regresar a las clases presenciales, lo que hace que los riesgos y las estrategias de control espacial para reanudar las actividades escolares se vuelvan centrales. El texto presenta una reflexión cualitativa sobre los riesgos relacionados con el regreso a la escuela y las formas de sortearlos que se proponen en documentos preparados por la Unión Nacional de Directores de Educación Municipal, por los Secretarios del Consejo Nacional de Educación y por la Confederación Nacional de Educación Trabajadores Las reflexiones se basan en preguntas relacionadas con el concepto de riesgo y la práctica del control espacial, abordadas por teóricos que circulan en el área de Educación y en otras áreas del conocimiento. Los documentos operan con la medición de varios riesgos y eligen aquellos relacionados con COVID-19 que se eluden en comparación con otros problemas sociales brasileños. El aislamiento social surge como una posible solución, pero debe entenderse como una práctica colectiva que depende de todos para su éxito.A pandemia de Covid-19 impactou a área educacional causando a suspensão das aulas presenciais como forma de evitar a propagação da doença no Brasil. Na Educação Básica, ocasionou dificuldades que, no início da crise, estiveram relacionadas, principalmente, às práticas remotas. Porém, com a chegada do segundo semestre de 2020, iniciaram-se os movimentos de retorno às aulas presenciais, fazendo com que os riscos e as estratégias de controle espacial de retomada das atividades escolares tenham se tornado centrais. O texto apresenta uma reflexão qualitativa acerca dos riscos relacionados ao retorno às aulas e aos modos de contorná-los que são propostos em documentos elaborados pela União Nacional dos Dirigentes Municipais de Educação (UNDIME), pelo Conselho Nacional dos Secretários de Educação (CONSED) e pela Confederação Nacional dos Trabalhadores em Educação (CNTE). As reflexões são baseadas em questões relativas ao conceito de risco e à prática de controle espacial, abordadas por teóricos que circulam tanto na área da Educação quanto em outras áreas do conhecimento. Entende-se que os documentos operam com a mensuração de riscos diversos e elegem os que envolvem a Covid 19 contornáveis quando comparados a outros problemas sociais brasileiros.
